Gujarat
Activity
To produce a State slum policy through an
inclusive process;
Strength
The decision to work with – and through –
the City Managers’ Association of Gujarat;
Weakness
Communal riots throughout the State in
2002, with many identifying the state
government as complicit;
Outcome
A solid statewide policy with sound
principles, but which still avoids the most
difficult policy issues – eviction, and
resources.

Activity
To assist the City move upgrading to scale,
through the design and creation of a
Special Purpose vehicle (SPV);
Strength
Builds upon city’s successful and
innovative Parivartan slum networking
programme;
Weakness
Programme was not driven by the
Municipal Corporation, or the State
Government. Weak partnerships,
inadequate consultation;
Outcome
The activity was terminated prematurely,
with very little expenditure.

The policy work served as the basis for a
$300m World Bank infrastructure loan.
New policy work is proceeding, towards a
national upgrading strategy.

in Iran;
Strength
A short but effective process which helped
Iranian practitioners overcome some of
the effects of long isolation;

Link to World Bank conditionality for
lending caused some confusion;
Outcome
The product was short but high quality
policy document, subsequently ratified by
Government. Linked to $330m World Bank
loan.

The product was produced by an
international consultant, with few linkages
to other CA members or consultative
approaches;
Outcome
A very technical document, very country
specific, although very useful in Mauritania

Outcome
Clear demonstration of how failures of
national and local government, both in
policy and in practice, promote social
exclusion, slums and economic decline.
