parameters in a manner that is consistent with decisions of

TASK 3 : Support the establishment of a national organizational and institutional framework
Activity 3.1.1 : Establish, staff and develop capacity within
a national CDM entity responsible for validation of CDM
projects and the tracking of subsequent CDM project
support activities (monitoring, verification and certification
of resulting emission reductions).
It's important to start establishing a stable Core-Team from the begining of the
process, so that the personnel to be assigned the CDM Entity tasks are
capacitated thanks to the UCCEE/UNEP project activities. Something similar
to the Moroccan proposal should be made here (i.e. 2 persons, to be
considered as an in-kind contribution from the Gov. of Egypt, and fully
dedicated to the CDM entity
Activity 3.1.2 : Periodically/annually review the operation
of the designated CDM entity and identify areas for
strengthening of capacity and training.
To be performed by the National Team, with assistance from the Regional
Centre and UCCEE, and with interaction with other countries in the Region.
Here, the role, the TORs and operational modalities for the DNA should be
defined very early in the process; i.e. April 2003 (a study should be undertaken
by the National Team==>take stock of previous studies in other countries; e.g.
Costa Rica, Guatemala, etc. ut also in Morocco and very soon in Tunisia). The
results of this study should support the achievement of the Activity 3.1.1 above.
Activity 3.1.3 : Design and carry out periodic national and
regional training workshops to allow members of the
national CDM entity to share their respective experiences
and lessons learnt as well at to build their knowledge and
capacity to improve their operational roles.

Activity 5.1.1: Provide the initial technical assistance to

develop and validate CDM eligible projects.
To be performed by the National Team, with assistance from the Regional
Centre and UCCEE and interactions with other countries in the region. Projects
should obviously be selected in priority from those already listed in the National
communication and in the NSS. But new projects can also be developed and
prepared for CDM. It is suggested to develop 1 to 3 projects under this activity,
explore the possibilities of funding these projects, and expose them to possible

documenting” project proposals for CDM consideration.
