Know Your Rights:
freedom of expression in
cyberspace
Article 19 of UDHR
Everyone has the right to freedom of opinion and
expression; this right includes freedom to hold
opinions without interference and to seek, receive
and impart information and ideas through any media
and regardless of frontiers
Right to expression
People must be able to express opinions
and ideas, and share information freely
through the Internet, without fear.
Repressive ICT law and Internet
surveillance encourage self-censorship and
produce a chilling-effect on on-line
expression.
Right to be free from
all forms of interference
Freedom to hold opinions and publish online without being censored (including priorcensorship), either through technical or
legal means.
Regulation of Internet content must not fall
below the standards of international human
rights law.
Regulation of Internet must take into
account the special nature of the Internet.
Right to Information
People have the right to able to access
information from independent media and
information held by public bodies.
People have the right to communicate and
impart information through the Internet.
Right to Access
Everyone, including minorities, and isolated
and marginalised communities, should
benefit from the opportunities that the
Internet and ICT offer.
Everyone should be able to access and
contribute information, ideas and
knowledge.
Right to Privacy
Surveillance and monitoring
practices leads to self-censorship.
People have the right to anonymity.
People have the right to data
protection.
