Abstract. Phases of the project cycle remain the same regardless of the nature and
objectives of the project as it proceeds from concept to realization of benefits. This talk
reviews 5 elements of the project cycle: identification, formulation, implementation,
monitoring and evaluation. The focus will be on processes, with an emphasis on the role
of national staff and stakeholders. Experience in Canada and in developing countries has
shown that following graduation and recruitment by public or private employers, the
individual may be expected to assist and/or to be responsible for project activities.
Knowledge and understanding of project cycle processes are therefore essential tools for
anyone interested in national and international development.
About the presenter: Dr. Lennox Hinds, Adjunct Professor and C-FOAM Associate since
2005 has more than 35 years of related experience in project cycle activities in Canada and
abroad. He was Project Supervisor with the Department of the Environment, Fisheries &
Marine Service and Special Advisor with the Canadian International Development Agency.
