ORGANISING FRAMEWORK FOR OCCUPATIONS What is the OFO •A skills based, coded classification system •Captures all jobs in the form of occupations •Groups occupations based on similarity of – skill specialisation and – skill level into successively broader categories 2 Why the OFO System The purpose OFO is to help identify Scares & Critical Skills & to ensure uniformity in naming occupations within & across sectors. DoL’s ESSA (Employment Services for South Africa) draws information for reporting on Scarce & Critical Skills from OFOs as reported on WSPs & ATRs from 2007 going forward. 3 OFO Descriptors Occupations are classified according to the functions performed in the occupation. E.g. 132201 – Finance Manager Description of functions: Plans, organises, directs, controls and coordinates the financial and accounting activities within an organisation Types of Finance Managers according to OFO: •Account Systems Manager •Budgeting Manager •Chief Accountant •Chief Financial Officer (CFO) •Finance Director •Financial Administrator •Financial Controller •Foreign Exchange Manager •Internal Revenue Controller •Revenue Assessment Manager •Revenue Fraud & Prosecutions Manager etc. 4 Classifications of Occupations 1 Digit Major Group Professionals 2 2 Digits Sub-Major Group ICT Professionals 26 3 Digits Minor Group ICT Network & Support Professionals 263 4 Digits Unit Group Computer Network Professionals 2631 6 Digits Occupation Network Analyst 263103 5 Reporting on the INSETA SMS The following is an example of the OFO classification as reflected on the INSETA SMS: 1 Major Groups – Managers 13 Sub-Major Groups – Specialist Manager 132301 Occupations – Personnel/HR Manager The 6-digit level, i.e. Occupations, is the level that will be reported at in the WSP & ATR. 6 What is the OFO A D V A N C E D I N T E R M E D I A T E E N T R Y 1.
