Unite and Deliver
How UN organizations can work together
and provide better support to countries
As countries develop, the world is changing.
We have a chance to serve this world.
1975
2005
We have the vision and the opportunity
to make the UN more effective.
The UN system’s global presence gives it
unique advantages in supporting countries.
UN Program Countries
To be more than the sum of our parts, we have to
think, plan and work together strategically.
We can help the UN focus on its comparative
advantages in the new aid environment.

“Delivering as One” is piloting ways to
improve UN support in programme countries.
Uruguay
The eight pilots have developed
different models to Deliver as One.
The General Assembly co-chairs reported that
Delivering as One is moving forward and the
pilots are showing an interesting path.
Ambassador Augustine
Mahiga of Tanzania
Ambassador Paul
Kavanagh of Ireland
The main criteria for setting priorities are
national challenges and opportunities, UNCT
capacity/comparative advantage, and
alignment of key actors to support the UNCT.
Rwanda signs its One Programme. The government
strongly supports Delivering as One.
The host Governments now have a
comprehensive overview of UN assistance.

Delivering as One helps “decrease
fragmentation, duplication and internal
competition for resources.”
Remaining challenges include funding,
business practices, transaction costs,
alignment, and use of national capacities.
The UNDG will support the pilots until
governments discuss the evaluation results.

The pilots have to fund and implement
their One Programmes and report results.

Additional UNDAF roll-out countries are
becoming more coherent, effective and efficient.
The UNDG has agreed to support both
the pilots and UNDAF roll-out countries.
Donors are creating an expanded
“Delivering as One” funding window.
We all want to see good results from the
pilots and more countries implementing
TCPR mandates such as strong UNDAFs.
We are here to act. We
are here to deliver
results. We are agents
of change. Our job is to
change the UN, and
through it, the world.
Together we can help more people attain
prosperity and equality and realize their rights.
