The Twinning aims to:
 help beneficiary countries in the
development of modern and efficient
administrations,
 with the structures, human resources and
management skills needed to implement the
acquis communautaire to the same
standards as Member States

the Resident Twinning Advisor (RTA), an
expert from a public body, seconded to the
beneficiary administration for the entire
duration of the project to coordinate all the
project activities;
the Short and Medium Term Experts (STEs),
entrusted with the task of developing
specific activities within the project (legal
advice, draft of regulations, training and
seminars) aiming to provide specific
assistance in the adoption of the EU Acquis
and best practices.
The aim of the Project

Reorganize the structures, systems and way of operation of
the Maltese agriculture administration ;

Enhancement of existing software into the required software
based on GIS regarding the Land Register ;

Farmers’ Register, together with the software in respect to the
receipt ;

The administration and controls of applications ;

drafting of the necessary legislation to be compliant with EU
legislation ;

The training of the staff ; and

Information campaigns.

Background and
Justification
The Twinning, funded under the 2004
Transition Facility, aims to assist the Ministry
for Rural Affairs and the Environment,
through the Paying Agency to carry out a
study on the various options that may be
adopted for the CAP reform, and the various
impacts that each option will have on Malta
both at industry level as well as at
administrative level with regards to Malta’s
obligations to the EU.
Twinning Activities
The Project is composed of the following components:
 Component 1 – Implement any changes to the
organisational structure of the Paying Agency or
any of its delegated services, and their procedures
and manuals, required for the compliance with
reformed CAP, including those elements of crosscompliance still to be implemented. In addition to
provide assistance to the Maltese officials, in the
initial phases of implementing the new schemes.
 Component 2 – Enhance the existing Paying
Agency and IACS software in order to implement
CAP reform effectively, including the crosscompliance.
Entitlements



Normal entitlements – land-based and
will be allocated to farmers who declared
eligible arable land in their 2007 application
Authorised entitlements – land-based
and will be allocated to farmers who have
declared horticultural crops in their 2007
applications.
Special entitlements – will be allocated
from the national reserve by virtue of
Commission’s
agreement
that
Reg.
1782/2003, Art. 71(d) can be applied.
Activities


Component 3 – Provide Support for all
check-phases of execution and accounting
for payments by the EAGF and EAFRD with
special emphasis on the single farm
payment, particularly through the training of
relevant Maltese officials.
Component 4 – Deliver training to the
MRAE staff on the application of the CAP
reform in Malta.

Component 5 – Devise information
campaigns for CAP beneficiaries regarding
the application of new requirements for the
aid schemes, their eligibility and obligations
in compliance with the CAP reform.
