(30.9.07.) 2005 Zaposleni tijekom godine 2006 I.-IX.2007 NUMBER OF UNEMPLOYED AND EMPLOYED DISABLED PERSONS ACCORDING TO THE TYPE OF DISABILITIES ( September, 2007. ) 2000 1865 1800 1600 1336 1400 1219 1200 1000 800 600 448 353 400 200 370 215 250 152 194 126 86 46 21 27 14 0 Oštećenje vida Oštećenje sluha Poremećaji glasovnogovorne komunikacije Tjelesni invaliditet nezap Mentalna retardacija zap Psihičke i organske smetnje Kombinirane smetnje Kronične bolesti ACT ON VOCATIONAL REHABILITATION AND EMPLOYMENT OF DISABLED PERSONS regulates the following: the concept and the method for establishing disabled persons with diminished working capacities the content of vocational rehabilitation of disabled persons the employment of disabled persons in the open labour market, under special conditions: sheltered workshops and working centres establishing and operation of institution for vocational rehabilitation benefits for the employment of disabled persons establishing and operation of the Fund for Vocational Rehabilitation and Employment of Disabled Persons Croatian Employment Service ACT ON VOCATIONAL REHABILITATION AND EMPLOYMENT OF DISABLED PERSONS The Act foresees that: state administration bodies, judicial bodies and other state bodies, bodies of units of local and regional selfgovernment (municipalities), public services and legal persons in which the Republic of Croatia has a majority stake, are obliged to, subject to the number of the employed, employ an appropriate number of disabled persons employers are permanently entitled to financial incentive to employ disabled persons acceptance of programmes intended to provide training, employment or maintaining the employment of disabled persons shall be financed or co-financed by the Fund FUND FOR VOCATIONAL REHABILITATION AND EMPLOYMENT OF DISABLED PERSONS ACTIVITIES: proposing measures for the purpose of developing and stimulating measures for vocational rehabilitation and employment of disabled persons organizing conferences, workshops and seminars for education of employers and other participants relevant for the rehabilitation and employment of target groups in cooperation with other state bodies, monitoring and analysis of specific employment needs and monitoring of actual employment and the duration of employment of disabled persons collecting funds from donations and gifts and allocating them to the financing of vocational rehabilitation and employment programmes for disabled persons organizing humanitarian and other campaigns to collect financial means FUND FOR VOCATIONAL REHABILITATION AND EMPLOYMENT OF DISABLED PERSONS DECISION ON THE METHOD FOR EXERCISING THE RIGHT TO FINANCIAL ACTIVITIES FOR EMPLOYMENT OF DISABLED PERSONS: Employers and persons who are self-employed are entitled to the following: FINANCIAL INCENTIVES INCENTIVE PROVIDED UNDER SPECIAL AGREEMENT ON EMPLOYMENT OF DISABLED PERSONS MADE WITH THE FUND: 1. one-time material payments intended for: * education of employed disabled persons * education of unemployed disabled persons with the purpose of getting employment 2. funds for the adjustment of the working post and work conditions 3. credit facilities at favourable conditions for the purchase of machines, equipment, tools and accessories required for the employment 4. indemnification for the difference because of reduced performance 5. co-financing of personal assistant costs NATIONAL EMPLOYMENT ACTION PLAN FOR THE REPUBLIC OF CROATIA adopted in December 2004. •based on European Union Guidelines •Proposed measures extremely desirable: mitigation of requirements for the integration of disabled persons into active employment policy measures providing assistance in overcoming the barriers in communication and movement to persons with disabilities desirable measures: Review of the system of education and rehabilitation of young disabled persons improvement of the vocational rehabilitation system of adult disabled persons ANNUAL EMPLOYMENT PLAN ( 2006 ) – measure 4 NATIONAL STRATEGY FOR EQUAL OPPORTUNITIES OF DISABLED PERSONS 2006-2015 Aims: • implementation of anti-discrimination policies in the field of work – social integration of disabled persons • encourage constant improvement of knowledge, skills and habits which are needed for employment and job retaining • stimulate employment of disabled persons in the open labour market using all available positive measures • improving employment in sheltered workshops • improving supported employment • encourage implementation of alternative ways in the employment of disabled persons • encourage integration of disabled persons in work centres CROATIAN EMPLOYMENT SERVICE – activities in the field of employment of disabled persons 1. Division for Vocational Rehabilitation and Employment of Disabled Persons - established in 2003 2. Analysis on the current position of disabled persons in the open labour market (supply and demand, characteristic of the disabled persons in the context of the employment) 3. Strategy of the work with disabled persons: CARDS 2001 – education for 26 counsellors for mediation and vocational guidance specialized in work with disabled persons CROATIAN EMPLOYMENT SERVICE – activities in the field of employment of disabled persons (continuation): 4. MATRA project – 4 counsellors were trained for implementation of supported employment methods 5. up-dating and preparing a data base on disabled persons registered in the CES 6. stronger support of the Department for vocational guidance 7. teams for vocational rehabilitation and employment of people with disabilities (for 22 regional offices) CROATIAN EMPLOYMENT SERVICE – activities in the field of employment of disabled persons 8. Adjustment of work methods to the needs and capabilities of disabled persons (in accordance with EU documents and Croatian legal framework) individual holistic approach workshops adjusted to the needs of disabled persons ( How to find job, Writing CV, Preparation for interwiev with employer ) stronger cooperation with other relevant partners in the field of vocational rehabilitation and employment of disabled persons CROATIAN EMPLOYMENT SERVICE – activities in the field of employment of disabled persons 9. SURVEY ON EMPLOYERS’ ATTITUDES TOWARD EMPLOYMENT OF DISABLED PERSONS Partners: Faculty of Education and Rehabilitation Sciences and CES Target groups: 1500 employers in the open labour market, 500 employers – obliged to employ disabled persons in accordance with Act Aims: on the basis of project results creation of a new approach with employers in order to improve integration of disabled persons in the open LM Results: • Employers are not informed of work capabilities of disabled persons • Attitudes are affected by prejudice • The most appropriate employment model: sheltered workshops • The biggest problems: adjustment of work place and integration in the work environment • The hardest group in terms of adjustment: people with intellectual difficulties PROJECT EU - PHARE 2005 aimed on integration of vulnerable groups in the open labour market one of target groups: disabled persons PROJECT EU (IPA) in preparation: Fostering Effective Inclusion of the Disabled Persons into the Labour Market AIM: creating conditions for efficient integration of people with disabilities in the open LM ( interactive web page that contains all needed information, training for CES’s counsellors – diversity management as a support for employers ) • • • OTHER ACTIVITIES: cooperation with education system on adult education planning (as part of vocational rehabilitation) partner in EU projects : the reforms and modernization of vocational education: one of the basic principle: equal opportunities and accessibility for all cooperation with NGO’s (projects, workshops, educations…) PROJECT “THE RIGHT TO LIVE IN A COMMUNITY” – Social inclusion and people with disabilities Partnership: UNDP, UNICEF, NGO’s, CES SURVEY ON UNEMPLOYED DISABLED PERSONS’ ATTITUDES TOWARD EMPLOYMENT Target group: 660 unemployed disabled persons Aims: on the basis of project results, creation of a new approach of vocational rehabilitation and employment in order to improve integration of disabled persons on the open LM Results of the pilot project ( 60 disabled persons ): 68,3% of unemployed disabled persons - society considers them like worthless society members 41% of unemployed disabled persons - the most appropriate employment model: open labour market 40% of unemployed disabled persons need special additional support on the work place 59% of unemployed disabled persons - ready for additional training in order to increase their employability PROJECT “THE RIGHT TO LIVE IN A COMMUNITY” – Social inclusion and people with disabilities Partnership: UNDP, UNICEF, NGO’s, CES, Web portal “Moj posao”, Fund for Vocational Rehabilitation and Employment of People with Disabilities….
