Background-Why Shared network
• The Existing analogue system can’t meet requirements any more • 9 separated analogue trunking networks ,outdated technologies, not compatible and being connected • different government agencies can't efficiently communicate with other in the big events or in emergency situation • overlap investment with very low frequency efficiency • the need of Olympic 2008 need up-to-date and shared PMR systems • Beijing government committed to setup a digital PMR system in the bid for the host of Olympics 2008 • The Ministry of Informatization Industry’s official document asked 800MHz frequencies used in existing private analogue networks needed to be returned before 31 st , Dec,2005 Police Fire Ambulance

The Targets of the Project

The operation model
• • The new model in China PMR market: – “Operator owned network, Government Purchase services” – Decided by the Mayor’s round table meeting in Beijing Beijing Just Top Netcom, was established for network operation, and was granted a first digital trunking license in mainland China 12% 6% 82% Beijing Communication Corp. State Ow ned Investment Company Huaxun Group • • BeiJing Government Radio Network Administration Center(BJNAC) ,under Beijing Municipal office of Informatization, was established for operational management.

Mobile Operation Center for Events and Emergency
• Mobile Operation Center(MOC) is for emergency situation or big events to provide extra capacity •Satellite link has been well tested between MOC and TETRA switch DXTip •Mobile Operation Center(MOC) now consist of three parts: • Transportable Base station • Satellite transmission system • Power Supply • The Integrated MOC will be available in this summer

• Beijing Government sponsors and manages the application development based on the TETRA network • Several Applications development Projects are going on • Police-Vehicle/Person Automatic Location System • Police Mobile Data System • Traffic Management (POS) Data transmission System • End to End Encryption • Computer-Aided Dispatcher workstation • Customer Care System • The User organizations and Local companies actively involved in the projects The projects proceed very smoothly and application tests have been done with TETRA network
Locationing
• Locationing applications are very important for PSS users in Beijing • The Beijing TETRA Network support 3 types of locationing: – GPS based accurate locationing • • mobile station direct connect to GPS receiver New TETRA handportable integrated with GPS receiver – Network based locationing • supported by existing TETRA Terminals – TETRA base station based locationing -- No expecial support needed in terminal
Intelligent AVL/APL system for Beijing Police
• Sends compressed data over air interface to minimized air interface load • Does not send a new message before the location is changed more than the preset value.
• Congest control is applied • Differential GPS technology are used, the locationing accuracy is 2-5meters Data collection Database

• The Beijing government shared radio network has played very important role in big events in Beijing – Emergency handling after “Heavy Rain “ in July,2004 – National Day celebration in Oct,2004 – Beijing International Relay Marathon in Oct,2004 – Beijing Spring International Marathon in Feb,2005 – “Two Congress” in March,2005 – “ 2005 Fortune Forum ” in May, 2005

Summary
• The lastest TETRA network in Asia and the first government shared TETRA network, is now operated by Beijing Just Top Netcom.
• With very fast roll out, the phase I of Beijing Government Shared Network has completed in one year and the network is now shared by over 8000 government users from police, city administration , Ambulance services and other authorities • Managed by Beijing government, the applications development projects has proceeded very well and tests have been done successfully.
• The network is becoming the Unified radio platform for Beijing Emergency Response Systems • Network plan for Olympic 2008 is part of Just Top’s Phase II plan ,which will expand the network extensively both in coverage and capacity.
