ETDP SETA: 5th Biennial Conference 2013: Commission No 1 FINANCIAL SUPPORT FOR THE REALISATION OF THE ENVISAGED POST-SCHOOL EDUCATION AND TRAINING SYSTEM • Key Questions and recommendations 1. Questions (1 and 4) on improving access to funding: • DHET to coordinate the different funding sources to avoid duplication in the funding of post school programmes; • All funding institutions should standardise student bursaries to include accommodation, transport and meals over and above tuition. 2. Questions (2, 3 and 6) related to the efficient utilization of financial resources by SETAs and financial aid institutions: • SETAs and financial aid institutions should monitor the performance of students who have been granted financial support throughout the duration of the funded programme. Key Questions and recommendations (conti...) • Successful completion of a programme must be a condition for the student to access financial support; • The institutions where the students are studying must strengthen their student support systems to increase throughput rates; • SETAs and financial aid institutions must appoint people with the adequate skills to efficiently administer student funding. 3. Question ( 8) on youth wage subsidy/employer incentive scheme: • Employer funding incentives should be informed by the labour market needs of the country; • Must be linked to a structured workplace based skills development programmes. On the question whether South Africa can afford free post school education (10)? • Yes, but not sustainable unless: • Free post school education is linked to the scarce skills programmes and student success rates and where different student social contexts are considered; • Business provides funding to assist government . Questions ( 11 and 12) on the achievement of a developmental state through skills development and retention of skills in the country: • DHET to strengthen regional integration through exchange skills development programmes within the Southern African Development Community (SADC); • Work back condition must be a pre-requisite for the provision of funding to students to retain skills in the country.
