Dialogue for the National Action Plan

What’s happening
• May 2013 Ireland committed to joining the
international Open Government partnership
• The aim is ‘to promote transparency,
empower citizens, fight corruption, and
harness new technologies’
• Open data plays a major role in the
undertakings; information sharing, public
participation, collaboration
Background: the OGP
• The Open Government initiative – global
voluntary initiative to:
– improve govt performance
– encourage civic participation
– enhance govt responsiveness to people
• Started late 2011
• 59 countries have signed up
• Aim is to create a National Action Plan with
‘active engagement of citizens and civil society’
The official words
• Countries will consult widely with the national
community, including civil society and the
private sector; seek out a diverse range of
views and; make a summary of the public
consultation and all individual written
comment submissions available online
Co-ordinator role
• TII appointed by DPER - open competitive process to
identify & engage with civil society interests
• Conversation open to all – civil society & individuals
• Specific input sought during consultation:

Proposals for concrete Action Plan commitments
Rationale for inclusion of recommended commitments
Proposed prioritisation of commitments
Views on stakeholder participation in the OGP consultation
process could be enhanced in the future

civil society interests
Key components
• 3 public meetings

at the Wood Quay Venue in Dublin
• Meeting two, August 8 Wood Quay Venue
• In between smaller working group meetings
• Online engagement - throughout process
• Meeting three, early September
• Report to DPER – wishlist and engagment process

Key components - WGs
Five OGP grand challenges & sixth group to examine stakeholder engagement/processes:
•
Public Services—measures that address the full spectrum of citizen services including health,
education, criminal justice, water, electricity, telecommunications and any other relevant
service areas, by fostering public service improvement or private sector innovation
•
Public Accountability and Integrity—measures that address corruption and public ethics,
access to information, campaign finance reform, and media and civil society freedom
•
Public Resources— budgets, procurement, natural resources and foreign assistance
•
Safer Communities— public safety, the security sector, disaster and crisis response, and
environmental threats
•
Corporate Accountability—corporate responsibility on issues such as the environment, anticorruption, consumer protection, and community engagement.
•
Stakeholder engagement – recommendations for strengthening future stakeholder
engagement in Ireland’s OGP participation as well as in the wider process of citizen
participation.
