in IEG self-assessment terms by December
2005 and “green” by 1 April 2006

agreement on baseline & targets for
promoting greater awareness and take-up of
e-services
What will citizens be able to do
electronically with their council by 2005?
Submit planning applications online;
Check Council Tax balances;
Book sports and leisure facilities over the web;
Check eligibility for and calculate entitlement to
Housing and Council Tax benefit;
Access all Council services outside standard
working hours;

Published in April 2004
All authorities now eligible on basis of satisfactory
IEG3 returns - but asked to commit to delivering
priority outcomes in return for £500k funding
More concise and robust set of deliverables since
original draft after national consultation & focus
group work with LA practitioners
Closer alignment with outputs from National

Serve to ‘refresh’ local e-government programme
delivery agenda for next 20 months

Clear responsibility in two-tier areas to join up
services in ways that make sense to the customer
Minimum requirements for an authority with no
direct statutory responsibility to offer ‘deep linking’
Currently discussing certification arrangements for
IEG grant with Audit Commission
No leeway to ‘carry forward’ IEG funding beyond
end of March 2006
May invoke retroactive "recovery” of IEG grants
where there is evidence that grants have not been
used to support IEG activity
