DoD MP Program
•Enacted in 1990 (Public Law 101-510) MP
Program to provide incentives to prime
contractors to develop the technical and
business capabilities of eligible protégés to
increase their participation in both prime
contracts and subcontracts
•Increase qualified SB participation in DoD,
Federal, and Commercial arena
•Facilitate long-term relationships between
Mentor & Protégé

TYPES OF AGREEMENTS
•CREDIT AGREEMENT
Allows Mentors to receive credit against their small
business subcontracting goals for costs incurred due to
developmental assistance provided to the Protégé

•REIMBURSEMENT AGREEMENT
Allows Mentors to receive monetary reimbursement of
costs incurred due to developmental assistance
provided to the Protégé
Contact individual service/agency Mentor-Protégé

Mentor Eligibility
Approved, active subcontracting plan negotiated with DoD
Eligible for award of federal contracts or graduated 8(a) firm
Apply to the cognizant Component Director, SADBU, to establish
Eligibility as a mentor or already been approved as Mentor
Mentors may have multiple active MP agreements
Protégé may have only one active agreement

• Protégé trained to meet all Mentor requirements for quality,

Protégé Eligibility
• SDB/WOSB/HUBZoneSB,
SDVOSB, or an
eligible entity employing the severely disabled
•Protégé must commit time and resources to
accept technological and business development
advances and training provided through the
program
