Meaningful Use Presentation for Fall Faculty Meeting October 24, 2014 History Established the Office of the National Coordinator for Health Information Technology (ONC) History • 2009 American Recovery and Reinvestment Act (ARRA) was passed which included the Health Information Technology for Economic and Clinical Health Act (HITECH Act) • Provides for incentive payments for “meaningful use” of certified technology by eligible hospitals and providers • For GHS that includes the Greenville, Patewood, Greer, and Hillcrest hospitals Meaningful Use Defined Meaningful use is using certified electronic health record (EHR) technology to: • Improve quality, safety, efficiency, and reduce health disparities • Engage patients and family • Improve care coordination, and population and public health • Maintain privacy and security of patient health information Goals • • • • • Better clinical outcomes Improved population health outcomes Increased transparency and efficiency Empowered individuals More robust research data on health systems Stages • Stage 1 – Data capture and sharing • Implemented at GHS in 2011 and continued in 2012 • Goal was implementation of an electronic health record for data capture and sharing • 14 Core and 5 Menu Objectives had to be met. Ex. – – – – Using CPOE for medication orders Lab results available online Ability to gather demographic and clinical data Send immunization data to state 2014 • Stage 2 – Advance Clinical Processes • 16 Menu and 3 of 6 Core Objectives • Higher thresholds from stage 1 for measures such as CPOE • New measures that include medication reconciliation, patient portal, electronic communication between providers Stage 3 • Goal is now to improve outcomes using the data we have collected and shared • Continue to engage patients more fully in their care • CMS will let us know within a couple of years what the measures will be Why are we doing this? • Number 1 reason is to improve patient care and outcomes with more reliable and usable data • Under the HITECH Act we are also offered monetary incentives to help offset the cost of implementation • Non-participation will result in penalties beginning in 2015 and growing with each year taken from our Medicare payments What do you and your students need to know? • Education modules were developed this year and published to the Soarian News website. • These describes the processes needed for the nurse, unit secretary, and physician to follow to help us achieve Meaningful Use. • There are 3 modules for clinical staff as well as PowerPoint presentations from pharmacy on the medication reconciliation project • Throughout the year, managers will be given feedback on how well they are meeting goals in their facilities
