ESL Is A Resource for Emissions Credits From Building Efficiency
Energy Systems Laboratory
p. 2
MAJOR ENERGY EFFICIENCY/RENEWABLE
ENERGY TERP PROVISIONS
Created framework for SIP credits from Energy
Efficiency & Renewable Energy (EE/RE)
Authorized TCEQ to promote EE/RE as verifiable
control measure to local governments & create
methodology for obtaining SIP credits
Mandated statewide adoption of
residential/commercial Energy Codes
Mandated 5% energy savings goal annually by local
governments in affected counties
TERP Created 1ST State Program for EE/RE Emissions SIP Credits
Energy Systems Laboratory
p. 3
ESL SUPPORT TO TERP AND TCEQ
Calculate emissions reductions annual savings from new construction
Assist TCEQ to develop EPA acceptable
emissions calculator [eCalc] for buildings,
renewables, community-based initiatives,
solar, and wind
Assist TCEQ to develop EPA acceptable documentation for EE/RE
measures
Assist TCEQ with acceptable documentation for local government’s
5% goals & S. B. 7 utility measures
TCEQ Has Made Significant Progress on SIP Credits for EE/RE
Energy Systems Laboratory
p. 4
IMPACT OF TERP’S EE/RE PROVISIONS
2003 Codes Related NOx Reductions = 437 tons/year (2.44 tons/peak day)
Local Governments may increase code stringency requirements [NCTCOG]
Local governments may use EE/RE as a control measure
AACOG Clean Air Plan NOx reductions of 12.33 tons/yr (0.044 tons/peak
day)
EE/RE SIP Credits Are Cost Effective & Non-Controversial
Energy Systems Laboratory
p. 5
FUTURE ESL ACTIVITIES IN SUPPORT OF TERP
Work closely with TCEQ on acceptable EPA methodology for SIP credits
Help develop uniform reporting/documentation procedures among SECO,
PUCT & TCEQ for creditable emissions
Report 2004 Annual Emissions Reductions to TCEQ (8/31/2004)
Expand content & use of web-based, EPA acceptable e-Calc methodologies
Co-host San Antonio TERP conference to promote use of EE/RE (12/15-16)
Expanding eCalc As Uniform Tool To Maximize SIP Credits
Energy Systems Laboratory
