DAC and Teacher Training
Purpose:
to make sure every educator working with the COE has
read the guidelines, policies, and test security protocols
to provide support for the appropriate implementation of the
assessment
to deter mis-understanding or mis-use of the system

Eligibility Policy
Who:
• Any student who has attempted the state test one time is
eligible to submit a COE
• Transfer students who meet the criteria for Direct Access
• Students who have been authorized to complete a
subsequent COE
How many:
• A student may submit one full COE per content area
(reading, writing, mathematics and biology) and
subsequent COEs, as needed.

Invalidated scores
If a student receives a test irregularity and wants to submit
another COE in the same content area, the student must
compile a full collection consisting of entirely new tasks.
• 6 – 8 samples
• Minimum of two on-demand
• Full strand coverage

Subsequent COEs
What are the sufficiency requirements?
A standard subsequent submission consists of:
•4 new work samples (that the student has not previously submitted).
•Coverage of all strands
•New on-demand samples are recommended, but not required.
Students who had a score below 50% of the cut score for the content area on their
initial collection are eligible to submit an expanded subsequent submission.
An expanded subsequent submission consists of:
•5 - 6 new work samples (that the student has not previously submitted)
•Coverage of all strands
•Two new on-demand samples are required.

Score Appeals Policy
New procedure:
• Family contacts DAC to determine whether to pursue
score appeal
• DAC contacts OSPI and requests an electronic version of
the COE
• DAC and parent meets to review collection and discuss
appeal option
• If parent opts to submit a COE Score Appeal Form
• DAC MUST sign and date form before submitting to OSPI

Checking Eligibility
• Under Admin menu on left, choose

Choose the school from the drop-down
menu, then click Select
Under the Status menu, select
“Student Eligibility”
You will see a list of all of the students
in your school
See the top of the page for eligibility
codes
Click the “Export to Excel” button to
download a copy to your computer

New Feature! Move or Activate Students
• DACs, Principals and Teachers can now look up students
by SSID number and either activate their account (for
students who are super-seniors) or move them to the
correct school
• Instructions can be downloaded from the COE website
under the Assessment Coordinators section. Look for
“Activating Students”.

Authorizing Subsequent Submissions
• All subsequent submissions need to be authorized by a district
administrator before a student can be added to a class (the
$200 scoring fee must be approved).
• Detailed instructions on the COE website at:
http://www.coe.k12.wa.us/domain/53
• Steps:
• Log in through EDS
• Click on Subsequent Submission in the bottom menu
• A list of subsequent-eligible students appears
• Check the ones you are authorize, then click Approve button at the top
of the page
• Teachers will now be able to add students to their groups

Checking Submission Status
• Highly recommended that you check the submission

Log in to online COE (eCOE) through EDS
Under Status menu, click on “Status Summary”
The column on the far right tells you the submission
status for every student who is in a group
When submission is complete it reads “Submitted to
OSPI”
If collections are in “Teacher Review” or “Principal
Review” they have not been submitted.
