We have done extensive research to determine the
costs of dumping to the waste industry, particularly
to haulers and the Municipalities. We have prepared
statistics to document our findings. (Our lock savings
analysis)

another location without legal permission.”
Theft of Service is illegal dumping into
another person or business’ solid waste
container for which they are not paying for
the service.
Also known as “fly by dumping,” “open

October 2006- Personally met with 13 municipalities in
the State of Indiana, where illegal dumping is a
major challenge if not the number one problem to
their recycling program
The Municipalities from the AISWMD that I met with
insisted that a strategy to prevent illegal dumping
was essential for them to have a successful recycling
program.

The information below is per 1000 cans and was obtained by
surveying haulers nationwide
Annual Landfill cost - $2,000,000
5% non customer generated trash - $100,000 annual extra cost
Extra cost per container - $100
Serio-us Lock conducted an informal survey of its customers and
found that customers reported between 10% and 50% of the
trash in their dumpsters was the result of illegal dumping with
the average being 22%.
Using the above example, the extra cost would be $440,000
Why Is illegal Dumping A
Problem?


Environmental Issues-In rural areas open
burning at dumpsites can cause forest fires
and severe erosion as fire burns away trees
and undergrowth. Dumping in these areas
also has a negative impact on plants and
wildlife.
Additionally, runoff from dumpsites containing
chemicals may contaminate wells and surface
water used as a source of drinking water.

Problem?

Health Risk-Easily accessible to people,
especially children, who are vulnerable to
injuries (protruding nails & sharp edges)
Breeding ground for mosquitoes, which can
multiply 100 times faster than normal in the
warm, stagnant water standing in scrap tire
casings. Encephalitis and Dengue fever have
been attributed to disease carrying
mosquitoes

Attwoods- Two boys playing in
dumpster were killed by toxic fumes of
illegally dumped paints and chemicals
Ultimately the hauler was held
responsible. Attwoods was sued and
went out of business.

Trash cop Program -The Central Oklahoma program,
which consist of environmental officers, hired to
catch and prosecute illegal dumpers.
San Diego-Annually there are over 25,000 reports of
illegal dumping. These reports are investigated by
the Departments Solid Waste Code Enforcement
Team.
Two months ago NY Cities Department of Sanitation
nabbed 21 illegal dumpers. The City seized and
impounded 21 vehicles. Fines can go from $1500 to
$20,000

Illinois- A community organization used 550
dumpsters provided by a local waste
management company
Scrap tire programs: Detroit MI & City of
Hammonds, Indiana- A community group
uses a grant to pay residents to bring illegally
dumped tires to drop off locations
Industry Funded Efforts

Amoco Foundation- Supports local
efforts to improve the community in
northwest Indiana
Conrail Corporation-contributes up to
$25,000 each year helping a community
group in Philadelphia promote
neighborhood participate in cleanup and
enforcements activities.
