Implementation of New Strategic Plan (2013)
CIHR Factors to Consider
1. Static to slow growth of CIHR budget
2. Potential for budget growth is through engagement of
provinces and health budgets
3. External leverage and partnerships should be key strategy
4. CIHR adopting more focused strategy for strategic
investments:
(a) Signature Initiatives
(b) Strategy for Patient Oriented Research

Signature Initiative
Integrated Health Services
BACKGROUND
• Lack of integration (vertical, horizontal, 3D) is a key deficiency
in the Canadian health care system
OBJECTIVES
• Vertical Integration - leverage provincial investment to
achieve integration of services from primary to tertiary and policy;
• Horizontal Integration – catalyze translation of evidence into
practice to improve care and outcomes;
• 3D Integration - incent Paediatric Hospitals to be truly
“research” hospitals that support both basic and clinical
research, and extend the culture and capacity to community.

Strategy for Patient Oriented Research
• To ensure the translation of innovative diagnostic
and therapeutic approaches to the point-of-care
• To help the provinces and territories meet the
challenge of delivering high quality, cost-effective
health care
• Two mechanisms:
Patient Oriented Research Networks
Support Units
