3rd PFA Failure
• Adverse FITREP/EVAL
• Start ADSEP process
• Member is NOT eligible for
• Reenlistment, Advancement, PCS, Tuition
Assistance (TA), and Short-term extension
• CO may request readiness waiver through their ISIC
• Echelon 3 (or higher) commanders maintain
responsibility for approval and disposition of all

ADSEP for PFA Failures
• ADSEP processing shall occur for all members
who fail 3 PFA cycles in the most recent 4
year period
• ADSEP for over 18 years of service
• Members with 18 or more years of service are not
exempted from ADSEP
• Members with a third failure prior to 30 June 2011
and an approved Fleet Reserve or retirement date
will be allowed to retire, those with a third failure
subsequent to 30 June 2011 will be processed for
ADSEP

MILPERSMAN 1970-170
• CH-36, dated 12 Jul 2011
• Members with greater than 20 yrs of service
that incur their 3rd PFA failure in a 4-yr period,
must submit their Fleet Reserve request, not
to exceed 90 days from the date of failure
• Members with greater than 20 yrs of service
and an approved Fleet Reserved date must
adjust their Fleet Reserve date, not to exceed
90 days, from the date of failure

ADSEP Board
• Held at local command for enlisted
members with greater than 6 years
• Under 6 years of service may request one,
but are not entitled
• Member may have legal representation
• Board members decide whether member
was provided an opportunity to correct
deficiency

Board of Inquiry (BOI)
• Non-probationary officers (more than 5 years of
commissioned service) are entitled to BOI
• If BOI recommends retention, officer must be
retained on active duty. Board recommendation
to retain cannot be overturned
• Process takes approximately 6 to 9 months to
complete
• Probationary officers (less than 5 years of
commissioned service) require 4 to 6 months to
complete

Detailing
• Personnel “Not Recommended for
Retention,” who cannot meet OBLISERVE
requirements, will not transfer
• Detailers have PFA data in detailing
system (EASIS and OASIS)
• Contact Physical Readiness Program
office if you receive members that did not
meet detailing requirements

• Unless most recent PFA was passed,
Sailors with 2 PFA failures in the past 3
years will not be assigned to:
• Overseas billets
• Global War on Terror / Support Assignment
(GSA) / Operation Support Assignments
(OSA)
• Individual Augmentee Manpower
Management (IAMM) assignments
• Pre-commissioning billets

• Unless most recent PFA was passed,
Sailors with 2 PFA failures in the past 3
years will not be assigned to:
• Special Programs:
• Recruit Division Commander duty
• Recruiting duty
• Equal Opportunity Advisor
• Washington DC, Joint Staff, and
Millington, TN staffs
• Combatant commander staff
• Instructor Duty

Individual Augmentation (IA)
• IA’s may be designated in PRIMS as “IA”
participation status, if either the BCA,
PRT, or both were not completed due to
conditions, location, or safety of
assignment
• IA’s shall be treated as newly reported
personnel upon return, but must meet
Navy standards

Medical Waivers
• Members granted two consecutive
medical waivers, or three in a 4-year
period, shall be referred to the MTF for a
Medical Evaluation Board (MEDBOARD)
• MEDBOARD findings shall be forwarded
to NPC, Career Progression (PERS-8)
for disposition

• After-the-fact BCA medical waivers are
not authorized. Members are expected
to know their medical status prior to
showing up for the BCA
• BCA waivers may be granted only if the
member is in approved limited duty
(LIMDU) status (ACC 105) for the
medical condition prompting the BCA
waiver request

Command Fitness Leader (CFL)
• CFL and ACFLs must be appointed in
writing
• CFL must be fully qualified within 3
months of appointment

• Shall appoint a collateral duty Physical
Readiness Control Officer (PRCO) to
liaison with OPNAV N135
• Provide assistance to subordinate
commands on Physical Readiness

• Ensure PFA compliance reporting at

Body Composition Assessment
• Failing the BCA portion of the PFA is an
overall PFA failure
• Members who fail the BCA, or are
medically waived from the BCA, shall not
participate in the PRT

Bad Day
• Commanding Officers / OIC’s may
authorize ONE retest for the PRT portion
of the PFA. A “Bad Day” exception for
BCA is not authorized
• Bad Day must be requested within 24
hours of a PFA failure and must be
completed within seven working days

Unauthorized Absences (UA)
• At the end of each PFA cycle, CO’s have
the authority to determine whether nonparticipation was authorized or
unauthorized
• All unauthorized non-participation shall
be designated as “UA” in PRIMS and
scored as a PFA failure

10 Week PFA Notification Policy
• Not receiving a PFA notification does not
exempt members from taking the PFA as
long as they are medically cleared and
acclimatized

Physical Fitness Assessment
• Two PFAs are to be conducted per year
• There must be a minimum of four
months between PFAs and only one per
Navy cycle
• CO has authority over the schedule,
conduct, safety, and medical waivers for
the PFA

Physical Training Uniform (PTU)
• COs and OICs should specify the
required uniform - uniform of the day or
Navy PTU - that will be worn during
official and unofficial height/weight
screening and circumference
measurements

Altering Body Fat Measurements
• Any attempt by a member to temporarily
alter their BCA measurements by using
body wraps, extreme starvation diets,
and/or sauna suits is prohibited
• If temporary altering is detected by the
command, the CFL, or ACFL, the
member is required to wait a minimum of
72 hours before completing the official
BCA measurement

Circumference Measurements
• Members requiring a circumference
measurement must be taped two times
• The average of the two measurements
will be used in calculations
• A 3rd measurement is only required if
one of the two measurements differs by
more than one-inch

• One on one PRT’s are not authorized!

Fitness Enhancement Program
• Mandatory participation in FEP shall
continue until the member passes the
next regularly scheduled command PFA
and scores “Good” or better in all PRT
events

Waiver for Readiness
• Waiver of ADSEP processing
• Granted for a specific PFA cycle only
• Designed to address the adverse impact
on unit, fleet, or community that would
result from the loss of a specific
individual

• Expires at completion of:
• Obligated service
• Next command PFA, or next PFA cycle
(whichever occurs first)

Retention Following an ADSEP
Board
• Individuals retained in the Navy following
Commander, NPC approval are eligible
to transfer, however, these members will
need a transfer waiver from PERS-4
prior to transfer
• These individuals will be referred to an
additional ADSEP board, if they fail a
subsequent PFA and still have three or
more PFA failures in 4-years

• May not be mandated to participate in
the Physical Fitness Test (PFT) or
Combat Fitness Test (CFT)
• Members may volunteer; if they fail, they
must be allowed to retest with the Navy
PRT
