The Coordination Center for Information, Communication and Management Technologies
was established in 2002 under the e-Government Project of the UNDP and the Bulgarian
Council of Ministers. The team of the Centre prepared the “e-Government Strategy of the
Republic of Bulgaria”, the “Implementation Plan of e-Government Strategy” and many
other documents, supporting the implementation of new technologies in state
administration.
CCICMT plays role in the coordination of implementation of EU recommendations in the
field of eEurope/e-Government. The experts of the Centre study the EU policies in
development of eEurope, participate in discussions of work groups on e-Governance,
and present the results of Bulgaria in the process of synchronization with EU legislation
and with other eEurope requirements. As a result of the active cooperation under IDA
and IDAbc Programme.
CCICMT is responsible for development of policies and solutions related to the
information society and e-governance, as well as for coordination and control for their
implementation on state level. The Center is an essential unit of the Bulgarian Council of
Ministers and particularly of the CCIS, operating in the field of monitoring of
implementation of national programs related to the ICT.

• Operational, analytical and methodological support to the
Coordination Council for Information Society at the
Council of Ministers, including activities for optimization
of budget and EU funded expenditures for ICT projects
• Enhancing the administrative capacity for the absorption
of finances of the operational programs of EU and more
precisely preparing qualitative projects on information
and communication technologies

Basic Principles
• One-off Collection and Creating of Data:
•The administrative authorities, the persons performing public
functions and the organizations providing public services cannot
require from citizens and organizations to provide or prove data that
have already been collected or created but shall be obliged to collect
them ex officio from the original data administrator
• Ex Officio Notification:
•The original data administrator shall send the data ex officio to all
administrative authorities, to the persons performing public
functions and to the organizations providing public services
which by law also process these data and have stated a wish to
receive them
