Training is designed to introduce topics involving a combination of
philosophical basis and technical detail
– One without the other is meaningless
– Compliance with program regulations is a necessity, but compliance
alone is not a virtue
– Only by compliance with an eye to the “why” can an aid administrator
serve student needs, institutional goals, and public purpose in an
equitable and professional manner
• “Creative financial aid administration involves a lifelong
experience of getting it correct (compliance) and getting it
right (equity). Both are vital, and combining the two will
serve students and promote access to higher education in
North Carolina.”

• Nine member board of directors with seven members
appointed by the governor and two serving ex officio
• State agency charged with administering financial aid
programs for students
– Currently responsible for 50 aid programs
• Partner in College Foundation of North Carolina

• Administers grant programs and college savings program on
behalf of NCSEAA
• Provides technology services for CFNC.org and delivery of
information to North Carolina students and families about
paying for college
