Proposals submitted related to the MFA calls for proposals Legislative problems of the calls, program implementation, and the harmonisation of the Hungarian and European calls Membership in the MFA’s Social Advisory Board Challenges for 2005: Replacing the ad hoc manner of consultatinos with a more strategicly defined process More serious partnership in policy formulation (bigger focus on policy issues then on technical ones during the consultations) Broadening the spectrum of target groups (line ministries, Parliament, other governmental and not governmental bodies) HAND activities 2004 mapping missions in 3 Balkan countries in cooperation with DemNet Foundation Serbia-Montenegro, Bosnia-Herzegovina, Macedonia Objectives: building and strengthening the already existing relations with the NGOs and governmental bodies of these very important strategic or priority countries of the Hungarian ODA Assessing NGO needs Inviting representatives from the Hungarian MFA to participate in the mapping missions, involving them, preparation for playing a bigger role in outlining country strategies Follow-up: reports, assistance in searching partners in the Hungarian ODA calls HAND activities 2004 Cooperation among members Elaboration of a Public Awareness program A succesful proposal Several NGOs contributed Good opportunity for further cooperation Strategy planning Initiated in 2004 Ongoing process With help of an external consultant (supported by CIDA) Regular consultation of the members A two-day strategy planning workshop in March 2005 Afterwards follow-up meetings Expected results: A stronger HAND identity Higher level of cooperation among members The initialy set objectives and principles revisited A more conscious approach in all fields of work A more structured way of operation HAND Development Days in May 2005 The program Introduction of HAND and members during a 2 day program Stands for NGOs Roundtables, discussions with experts, professionals, officials etc. A short film on members, other films Exhibition of photographs Development Education, PA programs Objectives: Propagating the issue of international development Introducing the work and activities of the Hungarian NGDOs Fostering cooperation among members Enhancing the social dialogue among all stakeholders Long term objective: The event be the first step in HAND’s and its member organisations’ more intensive PA activities HAND activities 2004 Representation of HAND and its members logo, leaflet, bilingual website HAND website (www.hand.org.hu) bilingual (Hungarian, English), containing information on HAND, its members with short descriptions, official documents, useful readings (reports on HAND related activities, background materials etc.) an extensive list of links to Hungarian and foreign sites, where one could find useful information and materials on international development. To be further developed. HAND activities 2004 More active involvement in EU trends CONCORD membership Members participate in conferences, CONCORD WGs Representing the NMS’ NGDOs, stress on their concerns Contacts with Hungarian MEPs, administrators in EP Challenges for 2005: Ignorance of the importance of the EU level Lack of real expertise in EU policy Lack of capacity (usually no policy officers) No real assistance from the government and the EU In the above context creating a more strategic approach on the NGOs side Financial Sustainability CIDA support till 31 March 2005 Question of eligibility solved, HAND ready to prepare grant applications Most likely source of funding in the near future, specially the National Civil Fund, meant to support operational costs and specific programs of NGOs Membership fees cover around 1/3 of the operational costs Question of raising the membership fees (to be answered during the strategy planning process) Almost clear NO from HAND members for direct government support (strategic question, but only in principle, no such intention from the MFA’s side)
