Seeting up a regular consultation process with the MFA

the harmonisation of the Hungarian and European calls

Challenges for 2005:
Replacing the ad hoc manner of consultatinos with a more strategicly
defined process
More serious partnership in policy formulation (bigger focus on policy
issues then on technical ones during the consultations)
Broadening the spectrum of target groups (line ministries, Parliament,
other governmental and not governmental bodies)

DemNet Foundation
Serbia-Montenegro, Bosnia-Herzegovina, Macedonia
Objectives: building and strengthening the already existing relations with the NGOs
and governmental bodies of these very important strategic or priority countries of
the Hungarian ODA
Assessing NGO needs
Inviting representatives from the Hungarian MFA to participate in the mapping
missions, involving them, preparation for playing a bigger role in outlining country
strategies
Follow-up: reports, assistance in searching partners in the Hungarian ODA calls

Propagating the issue of international development

Fostering cooperation among members
Enhancing the social dialogue among all stakeholders

The event be the first step in HAND’s and its member organisations’ more
intensive PA activities

More active involvement in EU trends
CONCORD membership
Members participate in conferences, CONCORD WGs
Representing the NMS’ NGDOs, stress on their concerns
Contacts with Hungarian MEPs, administrators in EP
Challenges for 2005:
Ignorance of the importance of the EU level
Lack of real expertise in EU policy
Lack of capacity (usually no policy officers)
No real assistance from the government and the EU
In the above context creating a more strategic approach on the NGOs side
Financial Sustainability
 CIDA support till 31 March 2005
 Question of eligibility solved, HAND ready to prepare grant
applications
Most likely source of funding in the near future, specially the National
Civil Fund, meant to support operational costs and specific programs of
NGOs
 Membership fees cover around 1/3 of the operational costs
 Question of raising the membership fees (to be answered during the
strategy planning process)
 Almost clear NO from HAND members for direct government support
(strategic question, but only in principle, no such intention from the
MFA’s side)
