RESULTS OF IMPLEMENTATION
ACTIVITIES LED BY CU
 10th PSC meeting (01/02/2013)


Endorsement of 2012 annual report
Agreement of priority directions for 2013: (i) Sustainability of scheme after
investment and (ii) Strengthening cooperation between GoV and NGOs
 Sharing information through website and news brief

Maintain website with more visitors and news (new legal documents, policies,
guidelines, experience shared by partners …)

Quarterly News Brief is developed and distributed to partners in Vietnamese
and English
 Workshops
1. Workshop (17/4/2013) on :“Water and sanitation Service Delivery
Assessment” prepared by WSP consultants.
Output: Information and recommendation in the report help GoV refer to make
directions on appropriate and effective investment for WATSAN in Vietnam for the coming

years

1. Policy dialogue (28/6/2013): Policy dialogue between GoV and NGO for better
mutual understanding, facilitate feedback on policies related to NTP for adjustment
to enable NGO to more effective implement, share lessons learnt, experience on
RWSS for recommendation and scaling up.
Output: - Improved knowledge
- Acknowledged comments on policies
- Lessons learnt shared for recommendation and scaling up

 High level meeting “Mobilization of private
sector and NGO in RWSS (8/11/2013)”
 Co-chaired by MARD, WB and AusAID.
 Participated by NGOs and some selected provinces
 Discussion on institutional and investment policy constraints
 Successful lessons learnt from private sector
Output: - Development and endorsement of “ Action plan on promotion of private
sector and NGOs investment in RWSS in the coming years”
- Output of the high level meeting is input for VDPF Việt Nam
 Rural Sanitation Working Group and
WATSAN
 03 quarterly meeting (15/3; 3/5 và 12/9/2013) were held to


share updated information, experience and comment on
VIHEMA sanitation plan by partners
Next meeting is planned by Quarter I/2014
Support WATSAN-NGO meetings.

C- IMPLEMENTATION ASSESSMENT AND PRIORITY
DIRECTIONS FOR 2014
Assessment



The results achieved in the implementation of planned activities in 2013 is very
encouraging , have contributed to the effective deployment of NTP
The CU did a good job at bridging and coordination among the members of the
Partnership and the Government agencies in RWSS
Close collaboration with the donors and relevant agencies to advise the Ministry in
resolving and removing the obstacles and difficulties when initially implementing
new lending instrument (P4R).
Constraints

TA activities scheduled in work plan has not been implemented due to resource
limitations of expertise and for TA.
Priorities for 2014



Promotion activities of P4R implementation.
Support the review RWSS related legal documents, mechanisms and policies.
RWSS socialization promotion; study tour on successful models for scaling up.

D- RECOMMENDATIONS
•
Strengthening strong coordination among partners to promote RWSS
socialization.
•
NGOs to share their documented experiences so as to replicate and scale up
successful models
•
NGOs well inform Partnership their planned activities which need to be
coordinated through Partnership forum so that Partnership can be able to
implement the orientation set out for 2014.
