All rights reserved. 3 New Mexico English Language PLACEMENT TEST Purpose: To measure the English language proficiency level of NEW students whose native language is NOT English. Results: To help schools determine whether a student requires special English language instruction or can be placed directly into regular academic classes, and establishes an indicator of English language proficiency that facilitates monitoring of student progress. All rights reserved. 11 Testing Sessions • NMELPA is an untimed test. • Recommended that NMELPA be administered in multiple test sessions scheduled over several days. • No single session to exceed 75 minutes in length, including preparation time. • Prewriting and Writing should be administered consecutively. • Speaking is individually administered. Grade K has a new subtest for Prewriting (replaces Writing Conventions, Prewriting, and Writing subtests at Kindergarten level only from last year) 3. All rights reserved. 34 Roles and Responsibilities • District Test Coordinator (DTC) (at a public, charter, BIA, or State Supported school) – Main contact for Harcourt – Responsible for coordinating the administration of the NMELPA among all schools within a district • School Test Coordinator (STC) (at a public, charter, BIA, or State Supported school) – Responsible for coordinating the administration of the NMELPA at a school • Test Administrator (TA) (at a public, charter, BIA, or State Supported school) – Responsible for administering the NMELPA to students Copyright © 2007 by Harcourt Assessment, Inc. All rights reserved. 35 District Test Coordinator (DTC) • Responsible for coordinating the NMELPA administration among all schools within a district, charter, BIA, or State Supported school including: ➢ ordering and receiving test materials, ➢ distributing and collecting all test materials to and from schools, ➢ returning all test materials to Harcourt using the boxes in which test materials are shipped, and ➢ tracking secure materials • Knowledgeable regarding proper test administration and test security. • Ensures that all personnel assigned to testing are adequately trained in the areas of proper test administration and test security. All rights reserved. 36 School Test Coordinator/ Test Administrator • Responsible for coordinating the NMELPA test administration at a school. • Knowledgeable regarding proper test administration and test security. • Is familiar with the information in the Test Coordinator’s Manual (TCM) and the Directions for Administering (DFA). • Ensures that all personnel assigned to testing are adequately trained in the areas of proper test administration and test security. All rights reserved. 37 Test Administrator • Responsible for the actual NMELPA test administration. • Must be familiar with the Directions for Administering. • Knowledgeable regarding proper test administration and test security. • TAs and Proctors must remain in the room during the entire testing session. All rights reserved. 38 Test Security • NMELPA test booklets are secure. • All test materials MUST be accounted for. • Materials should be stored in a secured area when not in use. • It is important to follow ALL security guidelines before, during, and after testing. • Report any possible breaches of security to the School Test Coordinator (STC) immediately. Materials will be boxed by school and will be numbered (e.g., Box 1 of 3, etc.). Test booklets will be shrink-wrapped in singles and/or sets of five. Inventory test materials immediately with the packing list contained in Box 1 of the shipment. Save the dual-purpose cartons for returning test materials to Harcourt. All rights reserved. 41 Distributing Test Materials •TAs will receive test materials from the STC. • Upon receipt of test materials, TA should confirm the number of materials delivered by the STC. •The biogrid that carries student demographic information is located on the back cover of the Primary level test booklet. • The biogrid is located on the back cover of the Elementary, Middle, and High School level answer documents. All rights reserved. 43 Returning Test Materials District Test /School Test Coordinators (DTCs/STCs) must ensure that ALL NMELPA test materials are collected from each school in order to ship materials to Harcourt no later than Winter Administration – February 8, 2008 Spring Administration – May 8, 2008 Separate scorable materials returned from each school from nonscorable materials.
