Objectives
• To make sure there are basic housing
utilities in every household.
• To allow every household to own a
property.
• To lower the death rate, infant mortality
rate and raise the life expectancy of an
average person in Klong Toey.
• Allowing lower-income households to own a
property.
Problems faced
• Massive spontaneous or informal selfhelp housing (loosely termed as shanty
housing) on the fringe of large cities is
largely centered.
• Fringe developments dominates the area
covered; the distribution of high
density dwellings for low income groups
is complex.
Problems they are facing
• They face threat of eviction as now the
Port Authority wants to clear the area
to make way for commercial
development to increase tourism rate in
the city.
• With support from the Duang Pratreep
Foundation, the slum dwellers fight
against the eviction due to the
unaffordable rent for high rise flats.
Current scheme
• The Thai Government has launched many
housing loan programmes such as:
– the Government Housing mortgage loan
programme for civil servants and stateowned enterprises' employees; and
– the Government Savings Bank's mortgage
for low-income people.
Current scheme
• There is low interest rate as well as long
maturity loans, which has been highly
conducive to borrowers.
• The programme currently finances 26.7
billion Baht (1.267 billion SGD) worth of
mortgages.
• The success of these loan packages has
influenced many commercial banks to
offer comparable loans, giving the
consumers more alternatives.
Our suggested scheme
The Thai Government should:
• Fund the lower-income households so that
they have essentials for living.
• Give grants to lower-income households,
allowing them to own their own property.
• Create more jobs for the economy.
• Provide free/subsidised education for the
people.
• Provide free/subsidised healthcare for the
people.
Similarity and Difference
between the current scheme and our suggested one.
• Similarity
– The Thai Government is funding for the
providing of essentials to their people.
• Difference
– The current scheme caters to financial
needs of the people whereas our suggested
scheme caters to providing the people with
essentials so they can have a longer life
span and proper housing.
To whom does this benefits?
– slum dwellers;
– people in need of financial assistance; and
– homeless people.
Who does this affect?
The Thai Government
Homeless people
Slum dwellers
Projected timeline and possible
source of funding
• Timeline:
About 3 to 5 years
• Source of funding:
The Thai Government and charities like
the Duang Prateep Foundation.
How does it improve life?
• Lower-income households will have the
essentials to live and own a property.
• They will also have a job, so they will not
be as poor.
• The young of the households will have at
least basic education.
• The life expectancy of a person in the
country will increase because of the
free/subsidised healthcare provided.
