OEMS will be assisting Mission Lifeline to ensure adequate
standardized education will be provided to recipients of
“Lead the Wave” equipment.

OEMS will be reviewing unfunded requests with Duke
Endowment.

Letters will be forwarded to all applicants regarding status,
once all funds are expended.

was awarded Level III trauma center renewal on November 8, 2011
 Cleveland Regional Medical Center
Level III renewal visit was completed on November 2, 2011. Survey
team and OEMS staff will recommend to the Advisory Council Injury
committee on February 14, 2012 that they be renewed.
 Gaston Memorial Hospital
Level III initial visit was completed on December 8, 2011. Survey team
and OEMS staff will recommend to the Advisory Council Injury
committee on February 14, 2012 that they receive their initial
designation.
Health Systems & Trauma
Trauma Rule Update
 Due to a delay in the approval process at the
Division level, the Trauma rules are being
reviewed before resubmission to ensure they
are current.

EDUCATION
 Agenda for the Future
 OEMS is working with NC Association of EMS
Educators and the NC Community College System to
develop the new curricula and establish a timeline for
implementation. Dependent on NCOEMS Education
Rules being updated.
 Transition courses are being developed to meet
National Registry’s requirement for individuals wishing
to retain their National Registry certification to take a
transition course by 2015. We anticipate a pilot course
will be tested summer of 2012.



Graduation from a CoAEMSP (Committee on
the Accreditation of Educational Programs for
Emergency Medical Services Professions)
Accredited program is required by National
Registry for all Paramedic applicants seeking
NR certification beginning January 1, 2013.
CoAEMSP accreditation is not currently
required by NC OEMS.

The Systems Workgroup has worked closely with Dr. Winslow on two
projects;
1.

Rapid Sequence Intubation; and,
Needle Chest Decompressions.

A letter was sent in January to all systems regarding RSI Airway
Forms. The forms should be returned to the appropriate regional
OEMS office on a monthly basis.

The Systems Workgroup is participating with the Mission Lifeline
Initiative.

The Systems Workgroup is working to update applications including
the addition of Tactical Medical Teams to Systems.

If you have a need for a System Modification, contact your OEMS
regional office and ensure you have the latest version of the
document.
COMMUNICATIONS
EMS COMMUNICATIONS
FCC MANDATORY NARROWBANDING
 “Narrowbanding” refers to a requirement by the FCC
that — on or before January 1, 2013 — all existing
licensees implement equipment designed to operate
on channel bandwidths of 12.5 kHz or less.
 The FCC expects that licensees ultimately will
implement equipment that is designed to operate on
channel bandwidths of 6.25 kHz or less.
EMS COMMUNICATIONS
 To comply with the FCC mandate, the state
converted the UHF MED system (MED-8 and MED10) to narrowband.
 All hospital UHF MED control stations are now
converted to narrowband.
 Mobile radios and communications centers must also
be converted.
EMS COMMUNICATIONS
 OEMS is supporting conversion of hospital and EMS
communication to the 800 MHz state shared
“interoperable” VIPER network.
 Plans are underway to convert the state VIPER
network to a “P-25” open standard network.
 The conversion will require programming all existing
portable, mobile and control stations.
 The P-25 conversion will add additional channels and
capabilities to the network.
EMS COMMUNICATIONS
 P-25 conversion additionally requires some
radios, such as the Community Health
Centers and early SMAT equipment to be
“flash” upgraded.
 The flash programming will be funded
through the ASPR grant program.

 Objectives:
 Understand importance of appropriately restraining children
in ground ambulances
 Learn how to use various restraint devices
 One hour in length, quiz, obtain certificate of completion for 1
CEU from OEMS
 All EMT-B, EMT-I, EMT-P transporting agencies should have
received 1 DVD copy of the training as well.

 Report from state Child Fatality Prevention
Team on EMS Response to Child Fatalities

Indicates that opportunities may be being
missed to report suspected child maltreatment
to DSS and to receiving hospitals.
Workgroup formed to determine barriers to
reporting to help in developing training to
increase reporting.
EMS for CHILDREN
 PEPP and ENPC Courses supported in past year
 KIDBase program materials available soon in Spanish
for Spanish-speaking families with medically-fragile
children.
 ED Preparedness for Pediatrics
 Hospital survey had 94% response rate.
 Regional and statewide reports being developed.
 EMS Triage and Destination plans for trauma and
pediatric illness included in analysis of emergency
medical care system preparedness for pediatric
patients.

 The EMS data system website was
redesigned and went live in December 2011.
 A new feature was added to the reports
section that allows users to subscribe and
unsubscribe to reports.
 There is a new menu option on the Reports
menu that lists all subscribed reports.
