Advocacy Cycle
Summer
Congressional August Recess is a good time
to invite members and staff to attend asset
deployments, speak at meetings, or visit
member institutions. This is also a key
development period for strategy for coming
year.
Fall / Winter
October 1st is the start of federal fiscal year
and is time to ensure partners include IOOS
in advocacy, meet staffers in-state, finalize
IOOS funding request for following year, and
to develop materials for early spring Hill
visits.
Ongoing advocacy
includes press releases,
informal communications,
and tracking contacts.
Early Spring
The release of President’s Budget in the
spring is a key time for Hill visits and for
sending Dear Colleague letters and letters of
support
Late Spring
Following the Congressional markup of
budget bills, it is critical to follow up with
offices as necessary.

Discussion
Should we rename NFRA?
Context / Background
• NFRA is a long name and there is often a short
time for intros, especially on the Hill
• Timeline
– Queried NFRA Board and RA members for ideas
for names.
– Sent a survey with the names for voting
Top Choices
1.
2.
3.
4.
5.
6.
AROS: Association Of Regional Observing Systems
CROO: Coalition for Regional Ocean Observing
NCO: National Coastal Observing
ROON : Regional Ocean Observing Network
NCOOA: National Coastal and Ocean Observing Association
NAROOS: National Association of Regional Ocean Observing
Systems
7. US Ocean Observing Alliance
8. COA: Coastal Observing Alliance
Considerations
• Changes to:
–
–
–
–
–
Logo
Web site
Legal documentation
Bank accounts
Etc.
• It requires some work, but can be done and now
might be the opportune time with a web redesign in
the future and preparing to begin the 501(c)(3)
process.
