What is Integrated Environment Assessment?

A participatory and structured approach that links assessment-derived knowledge with actions: - Links environmental state and trend analysis with policies; - Incorporates global and (sub-)regional perspectives; - Includes historical and future perspectives (“scenarios”); - Covers a broad spectrum of issues, policies and sectors; and - Integrates environmental change and human well-being.

IEA also allows policy-makers to address complex challenges; e.g., adaptation to climate change.

UNEP Medium-Term Strategy 2010-13

The six cross-cutting priority areas:

Climate change

Disasters and conflicts

Ecosystems management

Environmental Governance

Harmful substances and hazardous wastes

Resource efficiency (SPC)

These six priorities provide an increased focus for UNEP’s work, including implementation of the Bali Strategic Plan…

Options proposed for the GEO-5 report

Options 1-5 discussed by UNEP’s GC-25:

  

A “classic” IEA report in the style of GEOs-1 to 4.

An expert assessment report (a la HDR/WRR).

A coherent set of integrated & thematic assessments relating to the six priority areas of UNEP.

 

A purely indicator-based report (like MDG report).

A so-called “UNEP-live” approach for continual, on-line reporting (thematically based).

Decision: Option 3/transition to Option 5

Features of Option 3: Set of IEAs/Thematic assessments

 

Flexible/parallel/more rapid (6-18 mo.) assessments.

Able to focus on specific issues (e.g., “food crisis”) under the six priority areas of UNEP’s PoW.

Will include a global report on interlinkages between the six priority areas (“chapeau” or umbrella).

 

The latter will still be produced every five years.

This approach combines global/macro analysis of environmental state and trends, with a more flexible, rapid and targeted set of reports.

The next global IEA generation ~ GEO-5

GEO-5 will access all of UNEP’s sub-programmes and their resources; a bold new approach.

GEO-5 will cover the six thematic programme areas, using expert scientific input from the existing collaborating centres network and individual scientists, to provide an up-to-date picture on the state and trends of the global environment.

GEO-5 will build on existing data & indicators work and applications such as the GEO Data Portal, ex panding these into a broad “Platform” for all of UNEP to use in a wide variety of assessment types.

The next global IEA generation ~ GEO-5

Timetable of GEO-5 related events in 2009 is as follows:

First Experts’ Group Meeting, Nat’l Environment Agency, Netherlands, held 13-15 October.

 

First Global and multi-Stakeholders’ Consultation, [venue tbd], week three of January 2010.

Initial development, testing and launch of UNEP’s Environmental Data and Indicators Platform to support a scientifically-sound GEO-5 and eventually, a “GEO-live” (on-line process to service/underpin future GEO reports).
