Vision For The Future
Business Environment In TACOM
A fully integrated business
environment connected by a
fully integrated data
environment using commercial
business processes to integrate
business operations within
each organization, across major
Commands, across Services,
across DoD and across
Industry.
A corporate management structure for which
the organizing principle is multi-functional
work teams to institutionalize the concept of
integrated process teams; a highly
decentralized structure which uses the
integrated data environment to link desk top
“servers” to facilitate the transformation of
data into actionable information to enable
more efficient, fully integrated business
operations at reduced cost.

Public-Private Partnerships at
ARDEC
• What we done so far:
– ARDEC is participating in the Army’s existing Asset Management
Initiative program;
• Have an existing agreement (approved by Congress) to lease 77,000
sq ft through Roy F. Weston for commercial use as labs, light
manufacturing administrative, and educational/training facilities;
– Partnering with 7 state and local agencies to investigate the
feasibility of establishing a mission related High Tech R&D Park
at Picatinny;
– Entered into numerous PPP agreements to date utilizing CRADAs,
Permits, Easements, Test Agreements, leases, etc..
7
CRADA - Cooperative Research and Development Agreement
CRADAs are flexible, non-procurement agreements that allow
public and private sector companies to perform R & D with
Federal laboratories by contributing funds, personnel,
equipment, services, or intellectual property to the effort.
Very little paperwork is involved, and there is no advertisement
or competitive award requirements.
Because CRADAs are not procurement actions, the Government
cannot contribute funds to the effort but can provide personnel,
equipment, services and intellectual property to it’s CRADA
partner.
