be sent by email) to process business. You may
try both the online system & the current workflow,
but there is no feedback for your online business;
 June 26~30, 2006: You may choose either the
online system or the current workflow, but please
don’t send duplicate info;
 Since July 03, 2006: Please transfer the whole
workflow to the online PSI system;

电子转单系统是基于网络的系统，不受时间地点限制。
The PSI SYSTEM is Internet-based, it will work around
the clock;
所有申请人可网上提交申请，查询状态，提交检验照片和
检验结果.
All valid suppliers can file inspection orders, check
process status , upload photos of inspection and input
results online;
电子转单系统是一个比较安全的系统，每申请人有自己的
用户名和密码，并且只能提交和查阅自己申请单的信息。
The PSI SYSTEM is a secure system, different suppliers
have different username and password to login, a
specific supplier has access to files of himself only;

 电子转单系统将不久与口岸电子管理系统接口，证
书在中国口岸通关时，口岸人员可通过电子监管系
统调阅电子证书，节约了客户的时间、精力。
 In the near future, the PSI SYSTEM will be
connected to the Electronic Management System
of CIQ at destination port in China. CIQ officials
can get the certificate info instantly from the
database. E-certificate can help suppliers save
time, reduce paperwork and possibly cut courier
expenses.
系统软硬件要求 System Requirement
1.为获得良好显示，建议显示器分辨率1024＊768或以上。
Monitor resolution Suggestion: 1024*768 or above.
2.网络接入带宽至少为2.0M以上。
Hi-speed Internet access: 2.0Mbps or above
3. 操作系统使用简体中文Windows XP。
Please use Windows XP with Chinese Support.
(Control panel---regional and language options--languages (tab)—install files from east Asian languages.)
4.使用Internet Explorer浏览器，且版本为6.0或以上。
Internet Explorer required, edition 6.0 or above. Other
browsers, such as Firefox, Netscape are not tested.

IMPORTANT NOTE
1.左侧的命令栏为主要功能键，按检验流程排序。
The main menus on the left side are the function
buttons listed in the order of the inspection
procedure.
2.点开主要功能键后为查询/列表界面.
After clicking on the main menu, it is mostly the
search and list pages.
3.在检验流程的下一步骤进行后,前一步骤不再允许更改.
The previous steps can't be modified when the
next steps are processed.

Please change the password after first login for
security concerns.
5.每页面的使用时间为20分钟,超过20分钟会出现错误.
The expire time for each page is 20 minutes, Error will
occur if there is no data exchange with the server.
6.只有检验员拥有”任务清单”功能, 用于检验员查询检验任
务.
Only the inspectors have the “assignment list”
function, so they can check their unfinished inspection
tasks list on-line .
 第一步：供货企业申请
1ST STEP: File inspection order
Step1-1,装运前检验申请Submitting
Application
A.点击”申请操作”,再点击”装运前检验申请”;
Click on ”Application” , and then on “PSI
Application”;
B.请使用测试自检供货企业帐户登录系统，供货企业
代码：A222222223。
We use “A222222223” as the example code of
sample self-inspection co. for Demo.
Step1-1,装运前检验申请Submitting
Application(…)
1.货物种类 ：选择废纸/其他回收纸或纸板
Inspection Scrap Category : please select “waste paper”
Sub-Category: Recovered other paper or paperboard.
2.运输方式/Means of Transport：选择“Container”.
3.输入集装箱号Input sample Container No.：
AWEU4567891(standard format)
Click on “Add” to add 2 more containers, then delete one of
them;
The maximum qty of containers is 299;
The container No. can be updated in the 4th step.
4.输入货物重量Input Cargo Weight ：35(Limitation: 20
wt/container)
Step1-1,装运前检验申请Submitting Application(…)
5.到达口岸Port of Destination:
First select province and then select main port.
The sub-port will not be shown.
6.检验地点Site of Inspection (field size: 300bytes):
Please input address in format of: supplier’s
name//street address, city, state, zip code. Sample:

7.联系人信息Contact person’s info:
Please input the contact person of supplier/
cargo yard; (Please be very specific )
8.预约检验日期Date of Inspection (Appointed):
Please input the appointed working date (at
least 3 working days before loading)

Step1-1, 装运前检验申请Submitting
Application(…)
9.出运港Port of Shipment ：please select
“Canada 加拿大” and main port of
loading.
10.备注Remark field size: (400 bytes):
please input booking no. in format of: ##
booking no.## , for example:
##YNY456826L-1##. You may add other
information under “Remark”, too.
(this item will appear on the final certificate)
11.提交申请Submit :
Clicking on “submit” will generate one application
No., which is the ID No. In the system, Please
write down for next steps.页面提交后，系统生成一
个10位数字申请号(JN versus Application No.?)，
此号码后边流程会用到。
12. 提交申请并保存模板Save as template:
Clicking on “save as template” will generate a new
application No. too, at the same time, a new
template will be generated.
Step1-2,申请单的查询与修改Application
inquiry/revision
 查询条件可以为申请单号、企业AQSIQ注册号、申请时
间（以北京时间为准）和申请单状态。The criteria for
search can be a single or combination of application
No., AQSIQ registration No., Application Date (Beijing
Time) and status of applications.
 点击“SEARCHING”，可以查阅申请单状态。Clicking
on “Searching” to track the status and detailed info of
the application.
 在“受理”完成之前，点击“Modifying”，可以更改申
请单信息。 Clicking on “Modifying” to modify the info
of the application before the application was accepted.
Step1-3,模板维护Template Maintenance
 使用模版功能产生的申请单，继承了模版申请单的
默认值。A new application generated by template
function will have the same default value as that of
the template application.
 对生成的申请单进行适当的改变，提交后生成新申
请单号。Make necessary modifying, then submit
to form a new application No.
 适用于提交较多含相似信息的申请单。Template
function is more helpful to generate new
applications with some fixed default values.
 可以查阅、更改和删除模板。The
templates
can be tracked, modified and deleted.
 点击“Modifying”，可以更改模板。例如：更改模
板名称、更改运输方式等。Clicking on “Modifying”
to modify the template. For example, you can
change “Template Name” or “Means of Transport”,
and then “submit” to save.
 善用“模板”功能，可以减少工作量。Making
good use of “Template” function will reduce your
workload.
 第二步：受理
2nd STEP: Acceptance
Step2,受理Acceptance



受理操作为每申请单进行，Accepting operation is
based on each application.
查询条件可以为申请单号、企业AQSIQ注册号、申请
时间（以北京时间为准）和申请单状态。The criteria
for search can be a single or combination of
application No., AQSIQ registration No., Application
Date (Beijing Time) and status of applications.
点击“Acceptance”，打开申请单,审核申请信息，选
择“受理” 或“不受理”。Clicking on “Acceptance”
to audit the info of application, then select “Accept”
or “Not Accept”.
 第三步：分发
3rd STEP: Dispatching
Step3 分发Dispatching

分发操作为每申请单进行，Dispatching operation is
based on each application.
查询条件可以为申请单号、企业AQSIQ注册号、申请
时间（以北京时间为准）和申请单状态。The criteria
for search can be a single or combination of
application No., AQSIQ registration No., Application
Date (Beijing Time) and status of applications.
选择检验员，可以单选或多选。Select Inspector,
both single & multiple selections are allowed.
选择分发日期(当地时间)，点击分发。Select date of
dispatching Local time），then click on
“Dispatching”.

Inspection Results
Step4,登记检验结果Submitting Results



施检日期Inspection Date :
请输入实际检验日期,只有起始检验日期会出现在证书
上.Please input the actual inspection date and only the
beginning date will be shown on the certificate.
实际检验数量自动生成,并出现在证书上.运单重量可以更
改(20wt/container limitation). The quantity of containers
will generated by the system automatically and will be
shown on the certificate, but the weight of shipment can
be modified and will NOT be shown on the certificate.
(20wt/container limitation).
 请输入正确的集装箱号和封箱号.Please input all the
containers’ No. and Seal No.
 点击”UPLOAD” ,在右边窗口按每集装箱2张上传照片.点击”
BROWSE”选择照片2次,点击” SUBMIT”上传照片,照片上传
成功的话,会出现成功提示.Click on “UPLOAD”, submit all
photos as two photos per container at the right window.
Click on “Browse” to select the right photos twice and click
on “Submit” to upload the photos, a small window will jump
out to show the successive upload.
 B类企业请同时把全部检验照片发送到
[email protected]
 Class B suppliers please send all the inspection photos to
[email protected] at the same time
Step4,登记检验结果Submitting Results(…)
 照片要求: 大小:640*480, .JPEG格式.其中一张必须
含集装箱号和检验员人头照片,另外一张必须是封识
号的照片.
 Photos: Size: 640*480 pixels; Format: jpeg, For
each container, the first photo should have
container No. and inspector in it, the second photo
should show the seal No. clearly.
 可增减集装箱数量.Adding or deleting containers
are allowed according to the quantity of actual
inspection.
 检验后发现不合格,应填写不合格数量和存放地点.If
the unqualified Waste materials are found during
the inspection, you should input the quantity and
location of the unqualified Waste materials.
 是否实施放射性检测必须填写”是”, 对是否合格
作出判断,输入放射性检测值. Whether radioactive
inspection of the whole cargos is done or not :
Please select “YES” first and input the detected
radioactive value of inspection.

Step4,登记检验结果Submitting Results(…)

必须有对整批货物检验结果的判定.A
judgment must be made on the whole
batch of waste materials.
现场货物描述:(栏目大小为400B,约200
汉字) Description on inspection: (Field
Size: 400B)
A.至少应含下述内容:
The requirements on “description of inspection” (Step 4, submitting
inspection results) should include the following contents at least:
“装运前,经对本批货物进行检验，未发现放射性污染和禁止混有的夹杂
物。严格限制的夹杂物和限制的夹杂物不超过标准规定限量。环保质量
符合中国进口固体废物的环保控制标准GB16487—2005。”
The scrap being inspected according to Chinese National Standard
GB16487-2005 before loading into containers, no radioactive polluted
materials, prohibitive materials, or hazardous substances were found.
Strictly restricted and average restricted foreign portion do not exceed
the limits under the standard. The said scrap was in conformity with the
standard of Environmental Protection Control Standard for Imported
Solid Wastes as Raw Materials—GB16487-2005.

 货物为废报纸(#6NEWS),来源为回收.检验时货
已备齐.
 一部分经铁丝打扎成捆,存放于有盖场所, 另一
部分尚未打扎成捆. 散乱堆放于露天场地.
 目检货物较干净,一般杂质含量不超标, 未发现
恶性杂质夹带,未发现密闭容器,未发现易爆物品,
无油污,无土壤污染.放射性探测仪检测未发现异
常.检验结果符合环保标准,建议出证. “





On-Yard INSPECTION REPORT
Scrap type: Paper Scrap
Inspection time: 2/18/2006, 1:30pm-2:00pm
Contact person of supplier: Mr. INGERSOL
The paper scrap was waste newspaper (#6NEWS)--being sorted-meeting the claimed quantity. When conducting the on-site inspection,
vast majority of the scarp was baled on the ground under the roof, and
small portion was piled on the ground without being baled. Undergone
visual inspection, the scrap was clean, no excess of the limits of
restricted foreign materials, no sealed vessels, and no hazardous,
explosive, oil-contaminated, soil-contaminated, and radioactive
polluted substances were found. The said paper scrap was in
conformity with the standard of GB16487.4-2005.

 补充描述: 对检验结果的补充描述.
Supplementary Description on inspection.
 其他需要在证书上说明的内容,会显示在证书左
下角,只有“BOOKING #, REF #, CONTRACT
#, L/C #和船舱号允许显示, 其他增加的内容需
具体协商.
 Other contents that need to be shown on the
certificates will be on the left bottom of the
certificate). Only “Booking #” , “Ref #”,
“Contract #” , “ L/C #”, and “Vessel #” are
allowed to be added. For info other than these,
please check.
 评定意见Assessment .Select “Yes” or “No”
to give a judgment of the whole batch of
waste material.
 可根据实际检验员选择改变检验员.
Inspectors can be changed according to the
actual situation.
Step4,登记检验结果Submitting Results(…)
 可根据实际出货港口改变原港口.Loading
Port can be changed according to the actual
loading port.
 详细地址,会显示在证书上,要求至少到城市&
州. Detailed Site means inspection site, will
be shown on the certificates, At least City
and State are required to be printed.
 备注不再允许更改.The content in “Remark”
field is not allowed to be modified.
 临时保存检验数据（Temporary saved inspection
record）如果不选择此项，数据正式提交，可以进
行审核签发操作。 (If not select, Inspection records
will be submitted for processing.)
如果选择此项，数据将临时保存，但不能进行审核
签发操作。(If select, Inspection records will be
temporarily saved and will not be submitted for
processing.
 提交并保存已输入结果.Submitting results.
克隆申请单/Clone Application Function
点击”申请操作”,再点击”装运前检验申请”;查阅克隆申请单功能。
Click on ”Application” , and then on “PSI Application”;Clone
application function will be shown.
 克隆申请单功能是为改单而设计的,输入旧申请单号，克隆生成的新申请
单含原申请单所有信息.只需更改相应的信息,就可以生成新申请单.可减
少工作量，节省时间.
 Clone Application function is designed for application revision. This
function can help you save the time and reduce workload.
 1st,input the previous application No.
 Then, Clone to generate a new application.
 3rd, make necessary revision,
 4th, submit to form a new application No.
 Finally, fill revision form to cancel the previous application

 Advantages & disadvantages of the PSI system;
 Attention please: Procedure of the PSI system is
slightly different from the current one;
 Be sure to file inspection order at least 3 days in
advance;
 Be very specific with the inspection location,
contact person and phone number;
