Developers can showcase their expertise on mobile phones, smartphones or tablet devices with mobile solutions devised for the public sector

Med-High impact

: Cloud providers seeking to lobby and set procurement frameworks. Could intro telcos and DC providers as competitors.

Low-Med impact

: Encourages non ICT industries to employ ICT tech for productivity gains; potential for leadership role to be played here. Vic Gov traditionally an influencer of national agenda here and focused on export potential + inward invest opps.

Low impact

: Innovative mobile app developers, working on different mobile OS platforms Applicants can use a variety of technologies, including location-based services, augmented reality or sensors.

(i) Existing copyright law intro’d 2002 enforced piracy infringements but Indon still has a high s/w piracy rate (87% in 2010). (ii) Content provisions likely to be announced to ease public complaints on unsolicited mobile services. Both regs to be completed end-2011 & implemented early-2012. Financial institutions unwilling to accept IP as collateral without a collectively acceptable IP valuation model.

Low-Med Impact:

Govt to consult with assoc’s, practitioners & academics: progress should be monitored to give input where possible.

Med impact:

Opp for industry players to influence IP valuation model, work with SMEs to commercialize products.

Transfer Internet connected PC project to DepEd

Wider implementation of the proj by DepEd will open potential partnerships with DepEd.

1

EDU: DepEd took over the proj from a consortium of private companies & will be implemented to other public schools in the country. Budget will be allocated for public schools to pay Internet connection fee.

Changing situation that could be positive

or

negative but should be approached proactively.

An issue to be noted but that does not change the status quo.

Changing situation that looks to be unequivocally good for MS, whether action taken or not.

Signif resource should be committed Increase resource commitment No increase in resources reqd Declining resource reqment.

Proj started by private companies to provide public schools with Net-connected PCs. Adoption increased in 2009 when DepEd allocated a budget for Internet in public schools.

Med impact:

H/w, s/w, ISPs, & other ICT providers have potential to become partners. CSR programs – such as Partners in Learning – could be tied to proj.

High impact

: major immediate commercial benefit/risk to MS.

Medium impact:

Significant long-term benefit/risk on MS.

Low impact:

Little commercial benefit/risk, or is in line with current policy

CONTEXT & COMPETE

Compete Ban on SI service providers

Certain SI companies affiliated with Chaebols will not be allowed to bid with on public projs depending on their revenues & the value of the proj

1

GOV: In 2012 SI companies with more than KRW800B (USD720m) in sales will be banned from bidding for public projs priced under KRW8B. Co’s

High impact:

Will impact mostly domestic s/w companies. Positive for foreign companies as limit doesn’t apply. Opp to lobby if policy reviewed

Revised Juvenile Protection Law One–stop portal for business licenses Positioning of SG as IPR hub Broadband Master Plan Telco Foreign Ownership changes Rural Internet connection project

Online game providers to have change their systems to ban players under 16 from 12-6am. Over 250 biz licenses spanning 18 govt agencies to be available on single portal over a 3-year period. Opens opp for dialogue with gov over IPR reforms & enforcement, & opps to explore implications of TPP on trade & investment issues Higher ICT access is good but Universal Service Obligation likely to affect telco & ISP operators.

Reduced foreign ownership restrictions will make investments in telco & related services easier & more transparent. Short-term the implementation of the project will provide biz opp for ICT vendors. Long-term, increased access will create steady demand for ICT-related products & services

GOV: Revised Juvenile Protection Law has a 2-year exemption period (beg. 20 Nov) for free online games that do not request personal info, social SNS games & games for smartphones, tablets & game consoles (incl Xbox 360). Law aims to curb gaming addiction among youth. 2-year exemption period adopted b.c Korea Assoc of Game Industry & Min of Culture, Sports & Tourism argued that free games hard to regulate. Some already questioning constitutionality of law.

Med-High impact:

. Game operators lobbying govt for exclusions. Opp to lobby when the review starts. Gamers may shift to games that are not banned. GOV: IDA to devt proj over 3 phases of devt GOV: MinLaw & MFA statement at the European-Asia Patents & Patents Information Conf (EAP2IC) gives vision statement GOV: Plan drafted by NBTC targets 90% of Thai pop to BB access by 2016. Currently discussing if license holders should contribute <4% of the fund. GOV: NBTC may relax the current 49% restriction on foreign ownership of local telcos, citing that previous laws contradicted THL’s free trade principles. GOV: Proj worth USD50.5m & will install Internet-connected PCs at public libraries, communal cultural houses, & post office across 40 cities & provinces from 2011-16. Funding comes from Min of Info & Comms, Bill & Melinda Gates Foundation, & Microsoft Signif resource should be committed Increase resource commitment No increase in resources reqd Declining resource reqment.

MOF (with MTI) allocated SGD30m to project. Phase devt: (1) 160 licences by End-2013; (ii) 80 licences by 2H 2014; (iii) remaining licences by 1H 2015 Aspirational vision statement that takes on new significance in light of TPP & BTAs

Med impact:

Possible partnership offering cloud XaaS one-stop service for businesses

Low Impact

: TPP is raising the temp of the IPR debate among stakeholders Public hearing for the plan in late-Jan 2012. Whether it catalyzes BB roll-out will depend on how much telcos & ISPs have to shoulder cost. Restrictions enforced by NTC (NBTC’s predecessor) in Aug proved ineffective with recent allegations on exceeded foreign ownership limit on DTAC. Proj extended as previous proj implemented in Thai Nguyen , Nghe An, & Tra Vinh provinces was successful in providing Internet access to more than 2000 people

Med Impact:

Public hearing scheduled for late-Jan. Leverage on BB infrastructure to market ICT services.

High Impact

: Changes in law potentially change restrictions on provision of new cloud services. NBTC will meet stakeholders on Nov 30.

Med impact:

H/w, s/w, ISPs & other ICT vendors will be tapped during implementation. Opp to tie to CSR programs.

High impact

: major immediate commercial benefit/risk to MS.

Medium impact:

Significant long-term benefit/risk on MS.

Low impact:

Little commercial benefit/risk, or is in line with current policy
