Historical Overview
April 17, 2003
 Board of Trustees adopts
Resolution #2002/2003-35 in
support of Bilingual Certification

What is Bilingual
Certification (BC)?
– Bilingual Certification is a program
to officially recognize, honor, and
celebrate bilingual students by
certifying them as bilingual upon
graduation.
Where did it come from?



ESUHSD student members of Californians
For Justice, in collaboration with California
Tomorrow, brought the idea of Bilingual
Certification to the ESUHSD Superintendent
in 2002.
In the spring of 2003, the Board of
Trustees passed a resolution directing the
District to develop the program.
In October of 2003, California Tomorrow
sponsored a retreat with teachers,
administrators, and students to map out
the program.
The Resolution Reads:
WHEREAS, the East Side Union High
School District Board:
 values the ethnic, cultural and
linguistic diversity of our district;
 seeks to promote programs that
prepare our students to compete in
a global economy;
 seeks to promote the acquisition of
additional language skills and
abilities;
 encourages language minority
students to maintain their home
language.
