Establishment of eHealth systems is with high risk
The eHealth Information systems do not contain high-technology risk
components
The obstacles for eHealth systems are more political and psychological,
than technical
There are many eHealthcare components that are based on new
technologies, which creation is a risky process
There are many critical implementation situations – new approach for very
important issue (the health and the life)
Who could be the universal solution provider for so diversified issues
the Universities

Main advantages of the Universities in eHealth systems
University researchers are not cheap, but they combine non-restricted
thinking with applied science solutions – important for medical machines
Students are without corporate culture for delivery, but there are not
“modeled” within society or medical/IT industry constrains – for nonstanfard, new eHealth solutions
Academic scientists can be not too deep into some medical or technical
area, but they have multi-domain knowledge and can generate crossdomain solutions (e.g. bio-nanosensors)
eHealth has to be run as a business, with multiple cross-domain
specialists. An university can combine academics from different
departments (including from biology, IT, financial departments)
eHealth needs some testing between people, where the student’s youth
and intelligence are real “opening door” approach

Main position of University-Industry cooperation for eHealth
eHealth solutions require big budget and challengeable researchers
The Industry is not keen to take high-risk projects. The universities are
(why university clinics exist; why the new university clinics have good
integration with university IT departments)
Most of the eHealth solutions are complex and require cross-domain
university knowledge with industry delivery approach
Generally the eHealth solutions are high risky and are looking for highprofit. Universities are keen to do any risky projects, while the Industry is
looking for less risk with high profit. Combined in the “right way”, both can
make high-risky project with high-profit
The Industry is doing their solutions in the “main stream way”, while the
Universities can do many parallel as possible research activities in one
direction (for example 20 MSc projects for one eHealth goal)

Medical Specialists’ IT system – very big challenge and
business
Prons and Cons about two systems – “GoodX” and “AccMed”
GoodX is:
AccMed is:
 GoodX is a fully integrated medical and




accounting package, without need of any
additional software package (it supports all types
of specialist, Day clinics, Step-down clinics,
Theatres, Wards, Pharmacies, full GL accounting
with drill-down reports)
GoodX and its versions are available in the market
from many years
GoodX uses file system with indexing files for
storing data, which is inappropriate for financial
system
GoodX has plan to be converted to MySQL or MS
SQL Server in the future
The system does not use Database or Windows
features
 AccMed is an integrated medical and accounting




package, and for fully integrated system it needs to add
other specialised practitioner modules and provide exportimport with accounting packages
AccMed is a newly developed package, which business
principles are taken from "MedAD2000" - a package well
popular and established in the market
AccMed uses MS SQL Server as base for the system
design
The development is Windows and Databases oriented,
using the main of their functions
AccMed contains integration for real time operation with
the main medical switches
Issues in AccMed:
 Does not have Corporate financial system - for the entire
Issues in GoodX:
 Does not have Corporate financial system - for the
entire corporate
 Based on the used file system, the financials can
have incomprehensive status
 Uses export-import mechanism for integration with
the medical aid Switches
 Weakly supports patients sensitive medical data

corporate
Needs separate modules for Dentist and GPs
Does not have modules for specialised medical
practitioners
The GUI looks over engineered for medical practitioners
Use Export-Import mechanism for full accounting
functionality, which does not correspond to the best
practice of financial management system
Weakly supports patients sensitive medical data

Very challengeable ICT eHealth solutions
Hospital solution – like extended Clinic’s one
•higher-scalable ICT system
•with higher attention to Patient Record system,
•with Theater mgmt, Purchase-Stock control, Pharmacy, ER, AlternativeCore are Core services,
•extensive Security architecture,
•with special attention to Risk management, Regulatory compliance,
Contingency planning , Staffing
Medical Switch solution
Medical Holdings solution
Medical Administrators solution
