Law 12/1989 of 9 May, on Public Statistics Function
Article 20º : The results of statistics for State purposes:
1. shall be made public by the statistical services
responsible for their production and are to be widely
disseminated.
2. shall be official from the time they are made public.
3. The officials engaged in the services responsible for the
production of statistics for State purposes are under
obligation to maintain confidentiality

1) Statistical units may supply to a party so requesting:

2) The methodology of official statistics shall be made public.

Law on Public Statistics Function
The Government Statistics Act, in article 26.Ñ, assigns to the INE
1) the duty to publish the results and methodological features of
the statistics it produces
2) the promotion of the dissemination of the rest of statistics

A resounding success
1997: Our server was rated by the Wall Street Journal as one of the
top 100 in Europe, as regards information on the economy.
1999: It was the statistical server with the most data for public use in
Europe, and one of only a handful providing daily updated
information on all short-term indicators.
• It should be pointed out that all the work that went into making
www.ine.es a reality was carried out by staff at the Institute.

data, which they are able to view and download in Excel or in PCAXIS format
- structured by subject (ISO)

What is PC-AXIS?
This program is used to view statistical tables.
It offers:
- A simple user interface based on a spread sheet
- Customised tables. The user decides which variables and values
to use and in which order.
- Preparation of statistical graphs
- Creation of subject-based maps (installation of PX-Map and map
collections required)
- Export and copy data to other applications

What is the ISO?
The Inventory of Statistical Operations (ISO) contains the
description of statistical activity of the Ministries, Bank of Spain
and National Statistics Institute.
The inventory is a fundamental instrument for statistical
coordination and planning.
The unit adopted as an inventory base is the statistical operation.
Set of activities that lead to obtaining statistical results in a determined sector
or subject, based on the individually collected data.

What does the CD-ROM contain?
This series concentrates all the electronic publications into just
one medium (with their tables, methodologies, questionnaires...)
that were added to our website in the reference month, each one
of them referring to a statistical operation as well as the Monthly
Statistical Bulletin (MSB).

The publications contained in this section are very comprehensive
Users can browse them thanks to a hierarchical index, similar to
that of the original publication
There is also a search tool based on the titles and content of the
tables.
The files, in PDF format, allow users to search for chains of text in
the document, since INE has processed all publications using
optical character recognition.

a website. Have an online presence. Disseminate

This work may also have involved the first redesign of
the site to improve navigation and usability. Since

User survey
INE does not conduct regular user surveys, but has in place
mechanisms to evaluate quality of service, monitor the relevant
and practical utility of existing statistics in terms of meeting
needs, and consider new needs and priorities.
The online queries system (InfoIne) is an aid to assessing user
needs
INE also uses tools (NetRaker, Analog) to examine registration
files, extract information from them and generate reports,

Minor errors. Typographical errors which do not affect
comprehension of the data or the figures themselves
Serious errors. Errors in data or in table or text headings that
could mislead users into mistaken calculations or
interpretations

All errors are corrected immediately
- Minor errors are not drawn to users’ attention when
corrected.
- Serious errors notification to users:
1) An email is sent to users who regularly receive
INE information (media, analysts, etc) and to subscribers to the
RSS feed. The email reports the error and has attached the
corrected document or file.
2) The correction is also reported in the relevant
section of the website.

INE also plays a dissemination role in its involvement in fairs
and meetings, which are an opportunity to publicise the Institute
and the products it offers to the wider community.

13.- Timeliness and punctuality: European statistics must be
disseminated in a timely and punctual manner.
– Timeliness meets the highest European and international
dissemination standards.
– A standard daily time is set for the release of European
statistics.
– Periodicity of European statistics takes into account user
requirements as much as possible.
– Any divergence from the dissemination time schedule is
publicised in advance, explained and a new release date set.

15.- Accessibility and clarity: European statistics should be
presented in a clear and understandable form, disseminated in a
suitable and convenient manner, available and accessible on an
impartial basis with supporting metadata and guidance
– Statistics are presented in a form that facilitates proper
interpretation and meaningful comparisons.
– Dissemination services use modern information and
communication technology and, if appropriate, traditional hard
copy.
– Custom-designed analyses are provided when feasible
and are made public.

15.- Accessibility and clarity: European statistics should be
presented in a clear and understandable form, disseminated in a
suitable and convenient manner, available and accessible on an
impartial basis with supporting metadata and guidance
– Access to microdata can be allowed for research
purposes. This access is subject to strict protocols.
– Metadata are documented according to standardised
metadata systems.
– Users are kept informed on the methodology of statistical
processes and the quality of statistical outputs with respect to the
ESS quality criteria

The Users service has specialised personnel who will advise
users and offer them specific guidelines for making requests for
information and subsequently will conduct a study and a specific
compilation adapted to their needs.

Tailor-made requests are carried out with 2 limitations:
-Statistical secrecy, as data that facilitate direct or indirect
identification of a specific citizen or institution cannot be
provided to public or private institutions.
-The representativity of data obtained when sample
investigations are carried out.

Microdata
 Strict protocols apply to outside users accessing
microdata sets for research purposes.
 From June 2005, microdata sets sourced from 22
statistical operations and made anonymous to maintain
confidentiality ( free of charge ).
 ASCII files structured into fields which capture for each
individual record of the survey the values taken by each
variable.

 Any person using microdata sets must cite the INE as the
primary source
 The INE accepts NO responsibility for the outcomes that
users obtain from these files using their own calculations.
