Leicestershire’s Vision for
short break transformation
Leicestershire is committed to the transformation and expansion of
short break services for disabled children and their families, from
inclusive Universal services, through to Specialist provision.
Leicestershire will promote the participation and involvement of
disabled children/young people and their parent carers throughout
this process and work alongside partners in other agencies in
developing this transformation. Leicestershire will promote the
Every Child Matters Five Outcomes throughout this process and
ensure that short breaks provision provides choice, flexibility and
opportunities, across the County, for all disabled children and
young people. Leicestershire want short break provision to support
parent/carers to live everyday family lives to enable them to
continue in their caring role.

 Good Strategic Vision demonstrating a sound
understanding of what short breaks transformation entails
 Joint Planning activity that has resulted in clearly
articulated proposals for local short break development to
meet the FSO-supported by pooled/aligned budgets and
resources and reflecting the scale of the increase in
funding provided
 The collection and use of robust data and information to
determine current service use, needs, and to underpin
planning and commissioning-especially around the
requirements of specific groups of disabled children
 Evidence of families input in shaping planning through the
engagement of a wide range of parents and disabled
children/young people
Readiness Criteria
 The designation of a service manager in both Local
Authority and PCT
 Adequate management capacity to deliver transformation
from April 2009
 The identification of Capital project requirements and
capital project management capacity to deliver the capital
programme
 Commissioning arrangements are established capable of
developing the local market for short break provision and
engaging independent providers in that development
 Linked to Market Development-a clearly articulated joint
workforce strategy with operational planning, outlining clear
processes for ensuring both quality and sufficiency of the
short break workforce (carers and staff) to meet the
identified scale of service expansion and the expectations
set out in the FSO
