Institute of Regional Innovation Systems (IRIS)
is an scientific and consulting organization
supporting development of the national
innovation system by means of developing
regional innovation systems in the territorial
subjects of Russian Federation.
PRINCIPAL DIRECTIONS OF IRIS ACTIVITY
The main task of IRIS is to contribute to establishing and supporting the national innovation system by
means of developing regional innovation systems in the RF territorial subjects.
For this purpose the Institute performs the following activities:
 thorough investigation of knowledge-based economy;
 monitoring and benchmarking of the regions;
 realization of innovation projects and integration of regional innovation systems;
 coordination of activity of the parties involved into innovation process: business and industry,
educational and research institutes, regional authorities;
 organization of discussions, seminars, formal and informal education.
The main field of activity of the Institute does not lie only in the sphere of technological innovations. It
covers a wide range of problems of development, including economic and investment aspects, social
and organizational innovations; therefore, the Institute realizes a holistic approach to the problems of
regional development.

 Consulting in the sphere of Russian industrial and innovation policy.
 Research and expert analysis of the elements of Russian innovation system and high-technology industries.
 Benchmarking of regional innovation systems.
 Developing strategy & business plans for Russian high-technology business companies.
 Developing strategy and supervising the projects concerning creation of clusters, technoparks and specialized centers
(certificate centers, technologies transfer centers, centers of expertise) in Russia.
 Expert analysis of the innovation projects making use of advanced international and Russian experience.
 Representing the interests of the foreign partners in Russian Federation.
 Representing the interests of Russian high-technology companies in the European Union and Canada.
 Holding forums, round table discussions, seminars and educative trainings.
 Providing news in Russian and English languages regarding Industrial policy and regional innovation systems of the RF
subjects.

 Development of the draft “Federal Program of support of regional innovation systems in the RF territorial subjects” (By
order of the Center of social and conservative policy).
 Expert evaluation of the draft Federal Law “The state policy of innovation processes support in Russian economy” (By
order of the Center of social and conservative policy).
 Development of the system project of creating Technological Innovation Parks (TIP) in the Northwest Federal District
(NWFD) in “NWFD development strategy until 2030” (By order of the Ministry of Regional Development).
 Development of the system project of creating a system of centers of expertise in Russia (By order of the
Government of St.Petersburg).
 Development of the strategic “Conception of the cluster policy of Saint-Petersburg” (By order of the Government of
St.Petersburg).
 Design of the project of electronic instrument-making cluster in Saint Petersburg (Participants: “Avangard”, “Svetlana”,
“Avrora”, Scientific-Research Institute “Vector”, “Radar MMS”, “Svetlana-optoelectronics”, “STC Pribor” and others)

 Development of the system of economic indicators adopted for international comparative analysis (By order of the
Government of St.Petersburg).
 Monitoring and creation of the data base of the innovative enterprises of Saint Petersburg (By order of the

 Rendering strategy consulting services and participating in the projects related with restructuring and reforming of

 Design of the project of the aircraft industry passive electronics competence center in Taganrog. (Participants:
"Aviaok International" Ltd, "Bee Pitron Group", Plant named after Beriev, South-Russian Federal University) (By

 Design and implementation of the system project of the aircraft engine manufacture holding “Engines by MiG
Corporation” by way of complex restructuring and integration of the Russian aircraft engine plants. (Participants: JSC
