RCUK policy from April 2013
• Applies to all peer-reviewed journal articles and conference
papers submitted for publication from 1st April 2013
• Encouraged to make other output OA where feasible
• Universities receive block grant – so no OA costs for
research papers in grant applications
• Five year transition – compliance targets
• Policy reviews in 2014, 2016, 2018

Rationale for the policy
“Research is essential to the growth, prosperity and
wellbeing of the UK. Ensuring the widest possible access to
research, both within and outside of the research
community, will mean that the ground-breaking discoveries
made in science and research can have a greater impact

RCUK OA policy
Users must be able to
• read published papers online
without payment
• re-use the content
– provided that research is properly
attributed
– and does not infringe any copyright to
third party material
– including for commercial purposes if
article processing charges (APCs) are
paid
Green OA publication process
Author undertakes research & writes research paper
Author submits paper to journal that supports green open access
Peer review process
Paper published
Subscribers can read the paper
Paper added to institutional (or subject) repository
All can read (embargo may apply) & reuse (depending on licence)
GREEN
• Publish in a journal that permits an appropriate embargo
period.
– Ideally 12 mths max for Arts/Humanities, 6 mths for the rest
– Transition period till 2017, 24 mths permissible for Arts/Humanities,
12 mths for the rest, except if MRC funded
• No licence specified – but RCUK encourage authors to be
as permissive as possible and there should be no
restrictions on non-commercial re-use
Gold OA publication process
Author undertakes research & writes research paper
Author submits paper to OA or hybrid journal
Peer review process
Paper accepted for publication
Author/institution (usually) pays OA publication charges to publisher
Paper published and freely available immediately on publisher website
Everyone can read. CC-BY licence permits maximum reuse
GOLD
• Use a Creative Commons Attribution CC-BY licence where
article processing charges (APCs) have been paid
• Select a journal that makes the paper OA on its website
immediately it is published
For both GOLD and GREEN
• Include funder information in the acknowledgements
section (guidance available at http://www.rin.ac.uk/ourwork/research-funding-policy-andguidance/acknowledgement-funders-journal-articles )
• Include a statement about how research data can be
accessed
• MRC & ESRC require deposit of full text in subject
repository within 6 months

Compliance targets
• 2013-14 minimum 45%
• 2014-15 minimum 53%
• 2017-18 100%
Compliance can be via gold

Paying for APCs for gold open access
• If a pre-April 2013 grant includes funds for APCs
– use them (GL 53015)
• For new grants, RCUK block grant may be used
• Faculties/schools have allocations and must
approve expenditure
Accessing RCUK OA funds
• Author completes online form

OA contact
• Once payment authorised, author submits article to OA
publisher as normal
• Publisher notifies the author that paper accepted
• Author asks publisher to email invoice to

University of Leeds Publications Policy
• Authors add bibliographic details of all research outputs to the University’s
publications database (Symplectic Elements)
• Authors deposit full text copies of research outputs in the institutional repository
White Rose Research Online (WRRO)
• Copyright permitting, research output will be made OA
• Authors must include a standardised institutional affiliation “University of Leeds” in
all research outputs
• Authors will comply with the funders’ policies relating to open access and research
data management
Adding your publications to WRRO
• Upload publications to the University’s Publications
Database
• If APCs paid, upload published PDF. Otherwise use the
post-print aka “Accepted manuscript” (post peer review,
without publisher formatting)
• Library staff will check licences and apply embargo if
required
• User guides available within Symplectic Help menu
