How to File an Application
• Applications are to be submitted on the
“new” Application Form
• Filed by the staff member directly with the
Registrar
• The Application Form is on the Intranet
and can be obtained from the Registrar at
[email protected]
Practice Directions
• The Judge has issued two Practice
Directions:
Practice Direction No. 1: Requirements for
submitting documentation to the Tribunal
Practice Direction No. 2: Requirements for
filing requests for interim relief
Time Limit for Filing Application
• The staff member shall file an application to the
UNRWA DT within 90 calendar days of
receiving the outcome of the decision review or
within 90 calendar days of the expiry of the
response period for decision review, if no
outcome is communicated.
• All applications, and their corresponding
materials, may be submitted to the UNRWA DT
in Arabic or English.
Time Limit for Agency Reply
• The Agency shall file its reply within 30
calendar days of receiving the application
from the Registrar.
Duties of Judge of UNRWA DT
• An independent, external Judge will:
– Preside over the UNRWA DT
– Examine the facts of the case
– Hold oral hearings if necessary
– Order production of evidence from either party
– Impose measures to protect confidentiality
– Make findings of fact
– Issue binding Judgements
Legal Officer (Staff Assistance)
The post of Legal Officer (Staff Assistance) has been
established at HQ Amman to
– advise staff members on options for resolving disputes including mediation, decision review and appeals
– assist in preparing their submissions to the UNRWA Dispute
Tribunal and the United Nations Appeals Tribunal, including
legal advice on relevant Tribunal Statutes and Rules of
Procedure and Staff Regulations, Rules and Directives and the
jurisprudence concerning the relationship between the staff
members and the Agency
– to accompany or appear on behalf of staff members at hearings
before the UNRWA Dispute Tribunal
