We Know the Barriers
• Transition of youth with disabilities from high school to
community settings is one of the most stressful of life
transitions
• In all areas of adult life, young adults with disabilities do not
fare as well as their peers without disabilities.
• Youth with disabilities have significantly higher drop-out rates
(CEC, 1994), lower employment rates (Blackorby & Wagner,
1996), lower rates of independent living (Kiernan, McGaughey,
Lynch, Morganstern, & Schalock, 1991); and they do not pursue
college or post-secondary education (Blackorby & Wagner,
1996).
• Major change in human service delivery system
• Lack of adequate data collection (what happens to students?)
Kentucky, like the rest of the nation…
began focusing on the transition needs of youth
with disabilities in the 1980s through various
school-to-work model demonstrations
Our State…
• Made successful transition for all students an educational goal with
the passing of KERA in 1990.
• Was one of the few states that answered the 1990 IDEA
reauthorization with a separate, individualized transition plan for
students with disabilities.
• Is one of a few states that require an Individual Learning/Graduation
Plan (ILP), focused on transition, for all students.
• Has an Interagency Transition Council to foster the collaboration we
all know is so critical for successful transition.
• Required transition planning beginning at age 14 prior to federal
requirement to do so.
But, overall, we falter…..
In Kentucky, in 2004…
 An estimated 39.0% of people with disabilities, aged 18-64 lived in
families with incomes below the poverty line
vs.
 An estimated 10.5% of people without a disability
 An estimated 87.2% unemployment rate for people with a work
limitation (disability)
vs.
 An estimated 22.6% unemployment rate for men and women
without a work limitation (disability)

– Career Choices in the middle school is an exploratory course
which introduces students to a broad range of career
opportunities.
• Career Pathways
– A program of studies for each career pathway is a sequence
of rigorous academic and career/technical courses including
dual credit opportunities, leading to postsecondary degrees
and industry recognized certifications and/or licensures.
• Interdisciplinary Courses
– Interdisciplinary courses provide high schools the
opportunity to offer courses which have the same academic
rigor as traditional courses, but the content is delivered
through a more contextual hands-on approach.

– The web-enabled Individual Learning Plan (ILP) helps
secondary students (grades 6-12) better focus their
coursework on individual goals as they prepare for
postsecondary studies and careers.
