April 2005: Commission adopted ambitious strategy and
programme proposal doubling health action: 3 new action
strands
Proposal brings Health together with consumer
protection: a joint programme
Put citizens’ daily concerns higher on the agenda
Exploit synergies: shared objectives art. 152 & 153

Mainstream health and consumer issues
Make the best use of resources
with economies of scale

Health Programme 2003-2008 (and Consumer
Programme 2004-2007)
Budget envisaged for 7 years: € 1203 million
80% health (€ 969 million)
Additional budget EFSA+ECDC: € 847 million
Possible direct financing of European NGOs (new
