1 Highlights of this Presentation Budget Liability Register Staff Information Other achievements 2 Budget Budget as a management tool is very important in assessing and controlling the expenditure. The information about grants, bookings and balance available at any stage is required at all levels to exercise control and take decisions. Control before incurring the expenditure or booking will facilitate proper monitoring of the budget. A web based programme has been designed wherein the latest information is made available to ascertain the budget position. 3 The Web based program can be accessed by any computer connected with Rail Net. In Mysore Division, the program is being utilized by Books and Budget, Bill passing, Finance and all other sections. Bills passing / Finance sections, before vouching any bill / finance proposal, will verify the availability of funds. The bills / finance proposals are returned immediately, if there are insufficient funds. This saves a lot of time spent in unnecessary processing of bills/ proposals. 4 5 Exchequer Revenue Demands and Works / Demand No. 16 6 EXCHEQUER CONTROL On selection of drop down menu of Exchequer, by entering the month and year, the latest position of cash out go against authorization can be viewed. 7 Revenue Demands The position of BG, Spending Limit, RG and actual booking till last cheque drawn can be viewed by selecting Revenue drop down menu. The sub menus for (a) PU s except 18-24 and (b) for PU s 18-24 will appear. The input data of from month and year (Ex. 201204), to month and year (Ex.201303), Demand, Subhead and PU are to be fed. The display will appear as follows. 8 The menu under this head bears Three sub-menus (a) Plan Head (b) Source of Fund (c)Voucher wise details 9 Contd……… On selection of (a) and (b) sub menus: The Plan head and Source wise details of BG, RG and bookings, till last cheque generated will be furnished. The submenu (c): This will display the voucher reference of bookings under the selected plan head. The reconciliation of works register with bookings and any references by executives / account office can be viewed through this submenu. 10 Liability Register While the Budget reflects the Estimated Expenditure for the year, the expenditure/commitments made are spill over for the different periods, and it is difficult to asses and plan accordingly. The concept of liability register which was available in earlier Engineering Code has been removed. “The new Engineering Code does not contain any para regarding Liability Register”. 11 Liability Register With a view to improve budgetary control, FA & CAO Hubli has advised to maintain Liability register for revenue expenditure. Accordingly maintenance of liability register through computer has been taken up as per the guidelines. 12 Features of Liability Register The Liability Register is specifically maintained for primary units 28 (direct purchase) and PU 32 (contractual payments). This register is used as a managerial tool to control Budgetary grant, current year SL (spending limit), Revised Grant and Actual booking till last cheque drawn at the time of generation of report, variation between SL & actual, opening balance of liability, accretion during the year, liability discharged during the year. Further, the magnitude of liability entered would be available at any point of time to serve as a tool of finance managerial control. Liability discharged at the time of bill passing, acceptance of debits / credits and adjustments are also included. 13 Implementation • The liability throw forward for the period ending 31.03.2012 was called for from all the executives. This was converted to electronic format and taken as Opening balance of liability. • Accretions are being fed by X Finance section at the time of vetting of agreements and indents. • At the time of bill passing and acceptance of debits and adjustment made, the discharged liability is being updated. Edit data. 14 Liability as on date summary 15 16 METHODOLOGY STAFF INFORMATION The information required by staff as to their salary, provident fund balance, service particulars and leave balance are made available through information KIOSK and SMS 18 Latest salary details along with bank account number. Last PF drawn particulars 19 The above information can also be obtained through internet (public domain) @ www.swraccts.com 20 Other achievements 21 Other achievements Outsourcing of retiring rooms at Mysore Railway Station : Mysore Division successfully implemented public private partnership through ROT scheme with a view to ensuring professional services at a reasonable tariff. All the six retiring rooms are fitted with modern facilities. With the implementation of this scheme, division could renovate the building/furnishings. As against total expenditure on staff and maintenance of retiring room Rs.3.96 lakhs per annum, we could get Rs.9.99 lakhs per annum from the agency. 22 Other achievements On board infotainment system: Introduced in trains of Inter-city Express starting from Mysore. This System broadcast programs related yoga and health, animation, movie clips, songs, wildlife, sports, travel & leisure, reality show contents, cartoons, social awareness messages and safety alerts to passengers in emergency situations. Five trains in Mysore Division have been provided with this facility. During the year 12-13 an amount of Rs.16.8 lakhs has been earned from the same. 23 Other achievements Vinyl wrapping of exteriors of passenger coaches of six important trains from Mysore Jn.: The thrust on ‘publicity earnings’ has led authorities to extend vinyl wrapping of the train exteriors, carrying advertisements. Some trains are being selected for vinyl wrapping like the Mysore– Hazrath Nizamuddin Swarna Jayanti Express and the Mysore–Ajmer Express in the days ahead. 63 coaches constituting the rakes of Tipu Express and Dharwad Intercity Express would be vinyl wrapped. The total expected earning is estimated at Rs. 60 lakh. The Tourism and Health departments had indicated their interest in advertising. 24 Other achievements Mysore Railway Station is hailed as a heritage marvel.. Mysore Railway Station of Mysore division of South Western Railway has bagged the Tourist Friendly Railway Station Award which is part of the National Tourism Awards for the year, instituted by Ministry of Tourism, Government of India. 25 ………….. 26 ………….. 27
