Non-political, non-profit (501c3) and completely volunteer organization. The only
organization exclusively focused on human relations in Pike (PA) but also serve
Sussex (NJ) and Orange (NY)

• Education
– Teach about various cultures, lifestyles and
religious beliefs through workshops, seminars,
presentations, etc.
• Outreach
– Reach out to the public at large and collaborate
with other community groups to promote and
enhance intra-group awareness.
• Response
– Support survivors of prejudice, discrimination
and/or hate crimes by providing for their physical
and emotional needs.

A criminal offense committed against persons,
property or society that is motivated, in whole or
in part, by an offender’s bias against a specific
characteristic of an individual or a group such as
race, religion, ethnicity, national origin, gender,
age, disability or sexual orientation.

What is a Hate Crime?
Any incident in which an action taken by a person or
group is perceived to be malicious or discriminatory
toward another person or group based on bias or
prejudice relating to such characteristics as race,
color, religion, national origin, ancestry, age, mental
or physical disability, sexual orientation, gender, or
gender identity OR any situation in which intergroup
tensions exist based on such group characteristics.
Many Bias-Related Incidents are not violations of
any law, yet they can create dangerous levels of
tension that can escalate into violence or civil
unrest.

Pike County, PA Demographics
• Anti-Semitic graffiti on the Old Milford Inn in
Aug/Sep 2000
• Candle light vigil at the site
• Pike County Commissioners issued a resolution
– Condemning acts of intolerance and express the
desire that Pike County be a place of religious, ethnic
and personal tolerance (Resolution No. 00-31)
• Community meeting was held and the Tri-State
Unity Coalition was formed
• TSUC has since worked to prevent future
incidences of intolerance and hate

The history of hate in Pike County
continues today as it does to some
degree everywhere. Its not uncommon to
see the below bumper sticker or the
confederate flag flying proudly. In this
country, we have freedom of speech but
let’s use it responsibly.
• Don’t condemn or try to win-over the
offender
• Don’t argue point for point
• Speak and act to help the victim(s)
and community heal
• Freedom of speech issue is two-sided

• Milton Bailey was the great great grandson of Abraham Davis, an
African-American who was a veteran of the Civil War. Shortly after
the war ended, Abraham Davis, with his military pension, purchased
a home in the 300 block of West High Street in Milford,
Pennsylvania. It remained the family home for more than 100 years.
• Milton Bailey was the only son of Beatrice Bailey who lived in that
same Milford home in the mid-20th Century.
• Milton Bailey, a Milford and Pike County resident, and an AfricanAmerican, answered his nation's call to service in the Korean
Conflict, and gave his life for his country.

and remembered Milton Bailey on
the 50th Anniversary of the Korean
Conflict on Memorial Day 2001.

• For more than a decade after his
death, his mother, Beatrice Bailey
placed flowers on his grave each
Memorial Day and each Veterans'
Day - Joining others in our community
remembering those who served and
returned from service, and those who
did not.
• Of more than 300 Pike County
residents who served in the Korean
Conflict, Milton Bailey was the only
Pike County resident officially listed
as "killed in action". Only one other
resident also died during the Korean
Conflict.

Handicap Parking Statutes - Summary for Pennsylvania
Placard design: A removable windshield placard issued by the Department of
Motor Vehicles.
Enforcement/Penalties: Any person that parks in the parking space designated
for persons with disabilities when not entitled to it - a summary offense
punishable by a fine of not more than $100; Any person that uses disabled
parking placard to park for a period of 60 minutes in excess of the legal
parking period - a summary offense punishable by a fine of not more than
$15; Any person that parks in the space designated for a disabled person
upon a request by such, or misuses the privileges provided by the
handicapped placard when not entitled to them - a summary offense
punishable by a fine of not less than $50 nor more than $200 and additional
fine of $50.

Criteria for determining the disability: Unable to walk 200 feet without stopping to
rest; unable to walk without the use of a brace, cane, crutch, another person,
prosthetic device, etc.; restricted by lung disease; use of portable oxygen
needed; restricted by a cardiac condition; restricted by arthritic, neurological,
orthopedic condition; a blind person; no full use of an arm or both arms; any
person in loco parentis of a person specified above.
