PESR 19 Partial Exemption • Pressure piping in Category ‘D’ fluid service and not exceeding DN 50 (NPS 2) - must be constructed to ASME Code, and - accidents must be reported but no other regulation requirements apply 7/21/2015 2005 NPEC - PESR 20 Design and Construction A person who designs, constructs, manufactures or imports pressure equipment must ensure – designed and constructed to prevent unintentional release of contained fluid – designed and constructed so that integrity assessments required to determine its condition may be carried out 7/21/2015 2005 NPEC - PESR 21 Design and Construction – if the pressure equipment has means of access to its interior, the access may be made safely, and – the pressure equipment is securely anchored to prevent displacement of the pressure equipment when pressure is released through any device. 7/21/2015 2005 NPEC - PESR 22 Quality Management System Certificate of Authorization Permit • construct, repair or alter pressure equipment • service pressure relief valves • perform integrity assessments • for owner-user integrity management 7/21/2015 2005 NPEC - PESR 23 Quality Management System Certificate of Authorization Permit Duties of Authorization Permit holders • establish and maintain a system • satisfy the Administrator that an appropriate organization and resources are in place • meet all the terms and conditions • provide a written description of the QMS 7/21/2015 2005 NPEC - PESR 24 Registration of Design A person must not • construct or manufacture for use in Alberta, or • import for use in Alberta any pressure equipment unless the design of that pressure equipment is registered by the Administrator 7/21/2015 2005 NPEC - PESR 25 Pressure Piping Registration Design must be affixed with a stamp or seal of a professional engineer. 7/21/2015 2005 NPEC - PESR 26 Certificate of Inspection Permit A boiler, pressure vessel, fired-heater pressure coil or thermal liquid heating system shall not be operated unless • a certificate of inspection permit has been issued, and • all the terms and conditions of the permit have been met. 7/21/2015 2005 NPEC - PESR 27 Unsafe Condition, Accident or Fire The owner of pressure equipment must forthwith report to the Administrator any unsafe condition, accident or fire. 7/21/2015 2005 NPEC - PESR 28 Change of Ownership or Location Owner or vendor must • notify Administrator of sale, lease or other disposal of new or used equipment • provide equipment records to the person who acquires the equipment 7/21/2015 2005 NPEC - PESR 29 Change of Ownership or Location Owner who acquires must • ensure the Administrator has been notified • request equipment records • ensure equipment meets the requirements of the Regulation and is in a safe operating condition before using or placing in service 7/21/2015 2005 NPEC - PESR 30 Change of Ownership or Location Lessor must • ensure equipment meets requirements of the Act and is safe for intended use • provide suitable instructions for safe operation 7/21/2015 2005 NPEC - PESR 31 Responsibility of Owners Owner must ensure • equipment meets the requirements of the Regulation • integrity management system is in place • equipment is in good working order and is operated safely • safe operating limits are established • equipment is operated within safe operating limits • adequate and suitable operating instructions • operator is competent 7/21/2015 2005 NPEC - PESR 32 Overpressure Protection Owner must ensure • protection by a pressure relief valve or other means of protection acceptable to the Administrator • overpressure protection system is designed and maintained to prevent overpressure 7/21/2015 2005 NPEC - PESR 33 Integrity Assessment Programs Must include • maintaining an inventory • performing integrity assessments • maintaining equipment records • maintaining records of maintenance, service and tests • assessing the history to ensure safe for operation 7/21/2015 2005 NPEC -
