 Which agencies received PBF funds?

18 RUNOs

. UNDP - largest ($166m; 55% cumulative 2007-2011) followed by UNOPS ($23m; 7.5%); & UNICEF ($21m; 6.9%). UNDP’s share - dropped from 82% in 2007 to 44% in 2011. The reason for UNDP’s large share - its practice areas cuts cross all 4 PBF themes.

UNRWA - first time PBF RUNO ($1.4m). MoU signed with the UN Controller, allowing Secretariat bodies to receive funding. UNDPA received $6m (Guinea-Bissau). http://mptf.undp.org

$418.7 million from 50 donors.

$58 million received in 2011 from 20 donors. Broadest donor base of any UNDP administered MPTF. In Year 1 of the PBF (2006) contributions totalled $120m, dropping to a low of $31m in 2010 and increasing to $58m in 2011. http://mptf.undp.org

constraints held back progress on a number of projects and threatened peacebuilding efforts (e.g. elections in eastern DRC, cabinet reshuffling in Sri Lanka, volatile security in CAR, South Sudan and Sudan). 

: difficult and expensive logistics of implementation and restricted access to some areas; poor infrastructure; weather conditions; project administration and management challenges 

Examples of achievements in PBF’s four global priorities:

Support the implementation of peace agreements and political dialogue

   UNDP’s

SSR

project (Comoros) helped the government formulate a National Defence Policy. In Guinea, a biometric census of the defence and security force was completed. 3,928 soldiers retired as at 31 Dec 2011. UNHCR’s

access to justice

project (CAR), strengthened the capacity of civil society to end violence against women through 143 justice related associations. Legal clinics served 9,200 people of which 5,562 were women. UNDP (DRC) supported the government’s

DDR

programme for 4,000 ex-combatants. 435 received ‘cash for work’. In Sudan, 3,881 ex-combatants received reintegration packages. 

Promote co-existence and peaceful resolution of conflict

   Media was used to provide communities affected by conflict with information and facilitate

social dialogue, cohesion and reconciliation

in CAR and Kyrgyzstan. UNDP & UNIPSL (Sierra Leone) promoted

democratic governance

through non-violent, free and credible elections by enhancing participation through public outreach & information. IOM’s OCRV - 60,219 people registered and 58,203 voted in the South Sudan referendum. Settlement of

land disputes

was prioritised in Liberia through UN HABITAT’s project to support the establishment of a land disputes prevention and resolution system. http://mptf.undp.org

Revitalise the economy and generate immediate peace dividends

   Heavy emphasis on targeting youth and women In Nepal, ILO and FAO’s project created almost 3,000 led enterprise. Short-term employment for 7,420 people (40% women) was created in Haiti to improve water and sanitation.

were improved in Somalia through UNHCR’s project constructed 250 permanent shelters, 100 latrines and various other structures. Women were given start up business kits and village loan groups were formed in Sudan.

Rebuilding essential government services and infrastructure

project (DRC) disseminated 687 documents on public administration reform. Awareness around the role of administrative services of almost 10,000 community members was increased. In South Sudan, WFP supported

rebuilding of essential administrative services
