Audit Accounts Submitted to GOI up to FY 2009-10

Appointment of Statutory Auditors for 2010-11.
M/S Deepika Setia & Co. CA was initially selected for 2008-09. Appointment was
extended for one year 2009-10. Extension of appointment has been conveyed for
Audit 2010-11 to the same CA. The CA has conveyed acceptance through email
dated 02-05-2011 for Audit on same terms and condition as applicable for previous
years.
Internal Audit 2010-11
Internal audit for the year 2010-11 has been assigned on selection basis to M/S
K.Sandhu & Co. CA. As intimated by the CA audit of 1448 SMCs has been
conducted so far. Report awaited. The CA firm has been asked to complete the
Audit by --------and to submit report immediately.

Concurrent Internal Audit 2011-12
The work of internal Audit will be assigned to Section Officers F&A and
accountants/Chartered Accountants.
AG Audit
Audit of accounts for the period April 2008 to March 2010 conducted by AG Audit
team w.e.f 20/12/10 to 04/02/11. Report has been received and circulated to all
DPOs and Coordinators for submission of annotated replies. Performance Audit is
being conducted by AG Audit party during these days w.e.f. 18/04/2011.
Status of SSA Financial Regulation
Financial Regulation of SSA prepared by MHRD has been adopted for
implementation with the approval of EC. Copies has been provided to all DPOs for
further sharing at sub district level.

Each primary school has minimum two sanctioned post of
primary teachers and in school with higher enrolment one
teacher upto 40 students.
Each Upper Primary has minimum three sanctioned posts of
teachers up to enrolment of 100 students.
Teachers Eligibility Test is being proposed shortly as the scheme
given by department has been approved by government.
Untrained teachers in the stream are to be trained through
distance education mode in next two years.
The training of teachers is being done through activity based
methods.

Free Text Books
Free text books are provided to all children class 1st to 8th printed on NCRT syllabus by
Himachal Pradesh Board of School Education. The state has recently started the process
of curriculum revised by active sport of NECRT,SCERT, Technical Support Group and
Himachal Pradesh Board of School Education.
CAL
CAL Programme is being implemented in 602 schools. Out of 602 CAL in 282 schools is
being implemented on Public Private Partnership Model through EVERONN Edu. Ltd. and
in rest of the 320 schools CAL is being implemented through existing teachers of the
department. In order to introduce the concept of Smart Class Room in these 320 CAL
schools out of 3 computer one computer has been provided 42” LCD TV monitor.
IED
• IED resource room has been established in each community block.
•Total CWSN are 18211
•15700 CWSN are enrolled in schools.
•2511 CWSN are covered under home based education through NGO.
•146 Special Educators have been appointed to facilitate CWSN.
All schools have been made barrier free by providing ramps and rails.

ECCE
ECCE programme is being implemented through the department of Social Justice and
Empowerment (ICDS).
NPEGEL and KGBV
•NPEGEL is being implemented in 8 blocks in four districts.
•Model –iii 10 KGBV has been established in 7 blocks of 3 districts. Total enrolment is
453.
Block Resource Centre
There are 124 educational block in Himachal Pradesh. Block Primary Education Office
has been established in each educational block.
All Block Resource Centre have been provided with one Computer with accessories.
One computer operator have been deployed in each BRC.

Media and Publication
•Media activity: Monthly children magazine Akkar Bakkar is being published by
SSA.
•Monthly page is being published on SSA activities in weekly News Paper Giriraj
for Community Mobilisation as well as general awareness.
Monthly Review Meeting with DPOs and Coordinators
Review of physical and financial progress of targets as per SSA AWP&B is conducted
in monthly review meeting with DPO and Co-ordinators.
Meetings of Executive Committee
Meetings of executive are being convened quarterly. Dates of last 3 meetings are
02/07/2010, 20/11/2010 and 23/02/2011.
