FACTS AND FAQS OF NSTP Prepared by: MR. JASON C. COCJIN NSTP Coordinator What is Republic Act No. 9163? Republic Act No. 9163 is known as the “National Service Training Program Act of 2001″. It is an act establishing the NSTP for tertiary level students, amending for the purpose RA 7077 and PD 1708. Signed into law by Her Excellency, President Gloria Macapagal-Arroyo on January 23, 2002. What is the guiding principle in establishing the NSTP? Sec 2 of RA 9163: “It is the prime duty of the state to serve and protect its citizens. In turn, it shall be the responsibility of the citizens to defend the security of the state and in fulfillment thereof, the government may require each citizen to render personal, military, or civil service.” What are the goals of the state from among the youth in nation building? The state shall promote civic-consciousness and develop their physical, moral, spiritual, intellectual, and social-well being. The state shall inculcate in the youth patriotism, nationalism, and advance their involvement in public and civic affairs. What should be the state do to pursue the aforementioned goals? The youth shall be motivated, organized and mobilized in military training, literacy, civic welfare and other similar endeavors in the service of the nation. What is the National Service Training Program (NSTP) all about? It is a program aimed at enhancing civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its three (3) program components. What are the three (3) components of the NSTP? Civic Welfare Training Service (CWTS) Programs or activities contributory to the general welfare and betterment of life for the members of the community, or the enhancement of its facilities especially those devoted to improving health, education, environment, safety, recreation, entrepreneurship, and morals of the citizenry. Reserve Officer Training Course (ROTC) Designed to provide military training to tertiary-level students in order to motivate, train, and mobilize them for defense preparedness. Literacy Training Service (LTS) - Designed to train the students become teachers of literacy and numeracy skills to school children, outof-school youth and other segments of society in need of their services. Who shall take the NSTP? All freshmen students, male and female, starting school year 2002-2003, enrolled in baccalaureate and in at least two-year technical-vocational courses in public and private institutions. Is the NSTP a pre-requisite in graduating a baccalaureate or twoyear technical-vocational course? Yes, a student must have passed any one of the three components for an academic period of two (2) semesters for a minimum 54 contact hours per semester or 108 hours for two semesters. What NSTP Components does WVSU offer? WVSU offers two components namely: ROTC and CWTS Can a student enroll in any component of his own choice? Yes, any student can select from any of the two (2) program components of his/her choice. Where will the student cadet belong upon completion of NSTP component? 1. National Service Reserve Corps - for nonROTC component graduates. They may be tapped by the state for literacy and civic welfare activities 2. Citizen Armed Forces - for ROTC graduates, pursuant to RA 7077 Can a student be allowed to crossenroll to other educational institutions if the school he is enrolled with is not offering the NSTP or does not meet the maximum number of student cadets? Yes, a student can enroll irrespective of the branch of service Philippine Army (PA), Philippine Air Force (PAF), Philippine Navy (PN) administering the program. Cross enrollee students should finish the NSTP component they start with.
