• 2 social care referral and assessment
teams
• 5 social care Children in Need Teams
• SAFE; 3 early intervention 0 to 12
teams and 1 adolescent team
Management of referrals and
contacts pre July 2012
• Routes in via Contact Centre, SAFE, R and A
• Plan was for Referrals to be made to the ‘right’
place
• In reality most referrals came in via Referral
and Assessment teams
• Processed 12522 contacts in 2011/12 [ 1661
CA’s]
• Delay and duplication of work
• Confusion for families

• Reduce duplication and make efficiencies
• Provide better and earlier intervention [ Munro]
• Closer working relationship between EI and SC;
more coherent and consistent response for

• Closer multi agency working from beginning

What does ECIRS do?
• Single point of entry; screens all
concerns about children
• Shares and assesses safeguarding
information
• Cases transferred on to locality
teams/SAFE/other agencies
• Short term engagement up to 10 days eg

• High threshold CIN and CP work from
point of identification through to transfer to
SAFE/LAC/closure
