“Strategy of the modernization of the State Administration – from the joining to the integration”, adopted with the Decision № 465/ 2002of the Council of Ministers

eGovernment Strategy , adopted with the Decision № 866/ 2002 г. of the Council of Ministers; eGovernment Action Plan 2004 2005 г.;

Basic model for One stop shop, adopted with the Decision № 878/ 2002 of the Council of Ministers;


Experimental period – 2003 / 2005




Actions with the main directions as follows: Implementing the 20 indicative electronic services (defined by the European Commission) for the citizens and business; Development of the electronic services at the Central and Local level; Implementation of the electronic document and electronic signature in the work of the Administration; 4. General purpose, basic (conceptual) and methodological projects;


Period of Dynamic development

1. European dimensions (especially for creating conditions for development of trans-borders services for citizens and business as common European market); 2. Business Process Re-engineering in the State Administration; 4. Development of multi-channel access for e-Services; 5. Prioritization of the system integration and interoperability; 6. Technical Modernization of the State Administration; 7. Education of administrative staff to use and implement IT

It defines as follows the state bodies, which could not decline

the receiving of electronic documents

We have to re-engineer processes and procedures to use IT for increased efficiency
