Conduct pre-planning for oil and hazmat spills to ensure
coordinated federal support
Support On-Scene Coordinator during incident
Co-Chaired by EPA and USCG D13
Membership from 15 federal agencies and states of
Idaho, Oregon, and Washington and 1 tribe (more
to come)

Quick Reference Guide for Local
and Tribal Officials

 Develop local and Tribal government guide to the
National Contingency Plan and the NW Area
Contingency Plan. Create condensed version (cliff
notes/handbook) of contingency plan and training
materials for State Assoc of counties, cities. Target
LOSC and TOSC cadre and include comparison to
National Response Framework. Put that content into
chapter 9000 to help address these issues. Consider
pointer document rather than stand along cliff notes.

Wildlife

 Tasks:
1. Incorporate new National Marine Mammal Response
guidelines into NWACP.

qualifications of personnel for existing Wildlife Plan.
3. Development of a minimum preparedness standard
for marine mammal equipment and infrastructure
needs.
