WHAT IS A TEACHING CERTIFICATE?
• Your certificate is your license to teach,
just like your driver’s license
• There are two levels of teaching
certificates
• Residency
• Professional
QUALIFYING FOR THE
RESIDENCY CERTIFICATE
• Complete a state approved teacher education
program
• Have one endorsement
• Hold a bachelor’s degree
• Complete testing requirements (WEST-B,
WEST-E/NES, and Teacher Performance
Assessment [edTPA])
• Prove good character and fitness to teach
(through WSP & FBI clearance and the
Character and Fitness Supplement)
DENIAL/REVOCATION
OF CERTIFICATE
• Not adhering to the “Code of Professional
Conduct”

• Falsification of information on the
Character and Fitness Supplement or
other application materials (including job
applications)
• Conviction or guilty plea for certain
felonies
Applying for Residency Certificate
• Once your degree has been granted (end of
May), you will be recommended to OSPI for
your Residency Teacher Certificate through
E-Cert. You will receive an email from WSU
when you are eligible to apply
• Your fingerprints must be valid at the time
you apply for your teaching certificate
• Under “College Recommendations Awaiting
Application” you will “apply for credential”
• There is a $68 fee you must pay at the time
of application
• Certificate will be mailed directly from OSPI
to the address in E-Certification
180-DAY PERMITS
• Permit can be issued when:
 Successfully
passed student teaching
 Pass WEST-E/NES and edTPA
 Degree has been conferred
 WSU has recommended you for your certificate
through E-Cert and you have applied and paid
the $68
WSU plans to submit names for all who qualify
through E-Cert by the end of May
TEACHER RESPONSIBILITY

certificate
• Keep all test score reports
• Creating an eCert account

• Per WAC 181-79A-178 addresses need to be
updated within 60 days of moving

THE RESIDENCY CERTIFICATE
• The Residency Certificate has no
expiration date
• Once you are eligible to register for the
Professional Teacher (ProTeach)
Assessment (1.5 FTE), the Residency
Certificate will be reissued and will be
valid for three years. Within these three
years the teacher is expected to complete
the professional teacher assessment
HOW TO MOVE TO THE
PROFESSIONAL CERTIFICATE
• Complete two years of teaching (total of
1.5 FTE) and successfully pass the
ProTeach assessment
• Or, hold a valid certificate issued by
National Board for Professional Teaching
Standards (NBPTS)
ProTeach ASSESSMENT
• Colleges/universities and Educational Service
Districts (ESDs) are planning to provide support
programs for the ProTeach assessment.
• Some colleges/universities’ support programs
are linked to a master’s degree
• Candidates will receive support from their
Professional Growth Team.
• Portfolios can be submitted twice a year.
• The cost to submit a portfolio is $495
ProTeach ASSESSMENT
• Demonstrate competency through the ProTeach
assessment in three standards and the 12
criteria relevant to the three standards
1. Effective Teaching
2. Professional Development
3. Professional Contribution
• Entries will be submitted for each standard. The
teacher will submit student work and classroom
instructional evidence. The portfolio will be
reviewed by a trained assessor.
HOW TO RENEW THE
PROFESSIONAL CERTIFICATE
• The Professional Certificate is valid for
five years. In order to renew the
certificate you must submit 4
Professional Growth Plans (PGP) in 5
years.

INTERFOLIO
• Three different plans to choose from: one
year ($19), three ($39.90) or five ($57)
• $6 to have your file delivered via mail or
electronic
• Letter writers can upload letters
electronically or by mail
• Able to store cover letter, resume, test
scores and transcripts

• Every spring there are career fairs in
Tacoma and Spokane
• There are districts from many states
including: Washington, Oregon, Arizona,
California and Alaska

• Three pathways to add an endorsement*:
 Pathway 1 – 90 days experience plus WEST-E
 Pathway 2 - 90 days experience, WEST-E & PPA
 Pathway 3 or traditional route
• Add-on endorsements are available in reading,
special education, middle level mathematics,
middle level science, and English Language
Learners (ELL)

E-Certification
• Washington’s certification has moved to an
electronic process
• All educators (that’s you!) must set up an
account at: https://eds.ospi.k12.wa.us/.
• Able to change demographic information,
expiration date reminders, track certification
applications and deadlines, plus more!
• Set up your account today! It is required
before you finish student teaching.
E-Certification
180-DAY PERMIT
• Upon completion of the teacher preparation
program, you will be issued a 180-day permit.
This permit will allow you to teach until you
receive your permanent certificate
